SUMMARY

Working under the direction of the Chief Information Officer the incumbent develops and maintains the City's Web Sites, and provides graphic design and commercial art services for the Mayor's Office and other City departments.  Incumbent will be responsible for the City’s Internet and Intranet strategies, develop and maintain; web security and content policies.  Incumbent will train other content managers and otherwise educate the enterprise on web trends. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

 

·         Leads any updates of the Web Site design;

·         Leads the updating of the content of the Web Site;

·         Researches and recommends services to be offered through the Web Site;

·         Train other content managers and produce training material;

·         Maintains the City Web Site;

·         Coordinates and monitors the activity of City Employees with access to the website;

·         Prepares and coordinates development of graphic information for news conferences, reports, informational presentations;

·         Provides consultation and/or expert advice to division, department and employees regarding the City’s website.

·         Develops original compositions for logos, letterheads, reports, and displays;

·         Creates documents using desktop publishing tools;

·         Defines and evaluates departmental methods for achieving graphic goals and refines design standards and marketing guidelines;

·         Provides original graphic artwork and products to support City projects using graphic design tools;

·         Use photographs of city events and places that record activities of City for updating the Web Site and for production of artwork;

·         Visually and verbally helps define graphic needs of the City and communicates design solutions;

·         Meets with the Mayor and other City officials and personnel to give and receive information;

·         Communicates effectively in both oral and written form.

This job has no supervisory responsibilities.

 

QUALIFICATIONS  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE

·         2+ years experience administering and developing for the LAMP (Linux, Apache, MySQL, PHP) platform in a server environment;

·         3+ years programming using PHP, HTML and CSS;

·         Working knowledge of networking and hardware and software firewall function and design;

·         Administrator knowledge of Content Management Systems, Joomla/Mambo preferred;

·         Administrator knowledge of the Linux operating system, Red Hat and Fedora preferred;

·         Administrator knowledge of the Apache HTTP Server;

·         Experience maintaining web sites using HTML and graphics tools included in the Adobe Creative Suite;

·         Experience maintaining web site security;

·         Experience in creating SQL queries;

·         Desktop publishing experience;

·         Any combination of work experience or academic pursuit equivalent to a Bachelor's Degree in Computer Science or a related field and two years experience in a related area;

·         Closely related work experience at a level commensurate with the position may count toward a maximum of two years of full-time undergraduate college education.  Under no circumstances will experience count for more than two years of college education;

·         Specialized knowledge of the principles and practices of graphic design, commercial art, audio-visual display and desktop publishing graphics;

·         Experience with Microsoft Office Suite;

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  Ability to write and speak clearly and concisely.

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

OTHER SKILLS AND ABILITIES

·         Ability to skillfully use photography equipment and a full range of artistic media such as pen, marker and ink for use in freehand drawing, sketching and developing graphic solutions;

·         Ability to establish and maintain effective working relationships with staff members, public and private officials, media and the general public;

·         Ability to demonstrate graphic skills and abilities through presentation of a professional portfolio;

·         Strong organizational skills and the ability to work independently.

Indiana Driver's License if City vehicle is used.
