About the Opportunity
This position will provide guidance, leadership and supervision to the Transmission Engineering group responsible for obtaining regulatory approvals (i.e. siting) for new transmission line and transmission substation facilities,the Transmission Engineering group responsible for surveying, and Transmission Right-of-way Engineering. Will support FirstEnergy's efforts to site new transmission facilities, by supervising the group's efforts in developing transmission line route siting studies, transmission substation siting studies, and associated regulatory filings. Working with the Legal Department, the Real Estate Department, transmission and substation engineers and designers, Environmental Services Department, Public Communications, Regional Organizations, Area Managers and the Project Management Department, ensure that the required transmission siting regulatory approvals are diligently pursued.
This position will also support FirstEnergy's design engineering area, by supervising the group's efforts in providing complete and accurate survey and right-of-way engineering required for the design and acquisition of right-of-way for new facilities. Working with the Real Estate Department and Transmission Designers, ensure that the required property rights are identified, documented, and acquired to support the construction of the proposed new facilities. Provide survey support as required for Substation Engineering, Transmission Maintenance, Vegetation Management, and Real Estate Departments.
Prepare budget estimates for Transmission Siting and Right-of-Way Engineering & Right-of-Way Acquisition for proposed transmission projects working closely with the Real Estate Department. Develop and monitor schedules for the completion of transmission siting, right-of-way engineering and right-of-way acquisition processes to support the in-service dates of the proposed transmission projects.

Qualifications

Bachelor degrees in engineering and/or surveying and professional engineering licenses and surveyor licenses for New Jersey, Pennsylvania and Ohio preferred. Consideration will be given to applicants with extensive multi-disciplined technical background in lieu of engineering certification.

Substantial supervisory experience in transmission siting regulatory processes, engineering/surveying, right-of-way acquisition or closely related areas gained through 10+ years of progressively responsible assignments, at least 5 years in a supervisory role.

Working knowledge of New Jersey, Ohio, Pennsylvania transmission siting regulatory requirements, including transmission line route siting studies, transmission substation siting studies, transmission regulatory filings; knowledge of FERC transmission siting regulatory requirements.

Working knowledge of SAP and Microsoft Office products, GIS systems, AutoCAD and PLSCAD.

Familiarity with environmental studies, environmental regulatory filings, public involvement programs and project management of controversial projects and related areas of responsibility.

General knowledge of electrical utility transmission and distribution system design, operational requirements, safety and customer requirements.

Demonstrated experience in employee relations principles and practices, as well as recruiting, managing, and interacting with diverse staff that possesses various skills.

Experience in budget preparation, economics and finance.

Must be able to communicate complexities and be persuasive to individuals, think critically and strategically, foster creativity and problem-solving; experience in creating and delivering presentations to a variety of constituents, including employees, consultants, customers and other stakeholders.

Must provide supervision and direction in an environment of change; have a willingness to make difficult and challenging decisions, provide clear expectations and directions.
