Our client is a leading global provider of engineering and construction services, technology products and integrated solutions. They have recently been awarded a contract to provide engineering, procurement and construction (EPC) for an onshore liquefied natural gas (LNG) import and regasification terminal in the United States Gulf Coast region and they need a Sr. Subcontracts Administrator for the project. This individual is to complete the home office assignment in Houston & transfer to field in third Quarter 08. Project location is in Pascagoula, Mississippi and the assignment in field is to be approximately 3 years.
BASIC FUNCTIONS & RESPONSIBILITIES:
· Oversees, reviews and approves all activities associated with the assigned project
· Delegates responsibilities and authorities to the Subcontracts project staff, while maintaining full responsibility for delegations.
· Establishes and facilitates all subcontracting project specific procedures.
· Maintains an up‑to‑date set of commercial documents, including the latest insurance and safety requirements and procedures.
· Maintains an up‑to‑date contractor project database file.
· Provides support and counsel to project personnel as well as the entire project/construction team.
· Develops company's reputation in the subcontracting community while upholding the highest moral and ethical standards.
· Represents the project in working with legal and others in the formulation of company approved contract documents.
· Ensures departmental and company procedures are being followed.
· Supervises and coordinates the activities of the project subcontracts personnel.
· Conducts project staff meetings as necessary to ensure that staff members are knowledgeable of the latest procedures, standards and quality improvements.
· Supports projects by working closely with the individual project teams.
· Verifies all contracts files are properly placed in storage upon project close-out.
· Assures all subcontracts are handled from inception through close-out in the most professional manner.
EDUCATION:
· Degree preferred.
SKILLS & EXPERIENCE REQUIRED:
· Minimum 10 years experience in Subcontract Administration with at least five 5 years experience as a Subcontracts Manager in the petrochemical (or related) industry.
· Must be personable, able to communicate with Construction and Engineering personnel on all levels.
· Must be able to make presentations of contracting procedures to clients, and negotiate contractor claims.
· Must be professional with a thorough knowledge of engineering and construction.
· Must have excellent written and oral communication skills and must be able to write the subcontract documents.
· Must understand the project atmosphere and be able to work with engineering, construction, materials, scheduling and all other project elements to satisfy the project objectives for subcontracts.
· Must be able to evaluate the performance of team and continually strive to maintain the highest quality personnel in his department.
Must have a thorough knowledge of the legalities of subcontracts and protect the company at all times in the subcontract activities undertaken
