Qualifications: BA Degree or certification in Architecture, Engineering, Construction or Project Management or related field. Construction Estimating background experience required. Minimum fifteen (15) years total experience. Experience in negotiating and writing contracts for design consultants and contractors required. Significant experience in a management role. Thorough knowledge of preparing contract documents, fixed price, guaranteed maximum price, legal implications of design/build in applicable state required. Knowledgeable in principles of architecture, engineering, and construction. Significant working knowledge of Federal, State and local laws and regulations related to real estate and land development and health facility projects; local entitlement and permitting processes, to include compliance with DEQA. Specific knowledge of OSHPD (in California) and similar regulatory agencies practices/ policies/ procedures in other states. Consistently demonstrates the knowledge, skills, abilities, and behaviors necessary to provide superior and culturally sensitive service to each other, to our members, and to customers, contracted providers, and vendors.
Preferred Qualifications: Masters Degree preferred. Professional license/ registration/certification preferred.
Duties: Upholds Kaiser Permanente's Policies and Procedures, Principles of Responsibilities and applicable state, federal and local laws. 1. Responsible for all phases (planning, scheduling and managing) of the design and construction process of highly complex construction and/or refurbishment projects, or series of projects, generally in the range of $100 million or more in cumulative budget responsibility. (20%) 2. Secures management support for project scopes budgets, and goals. (5%) 3. Negotiates with local and state jurisdictions. (5%) 4. Defines project parameters in terms of time, money, physical objectives and outside constraints. (10%) 5. Oversees, develops and manages work of project team(s) comprised of facility administration, project coordinators, general contractors and contracted consultants responsible for developing project scope, budget and schedule. (10%) 6. Leads team(s) in establishing scope, budget and schedule, and maintains such commitments through design, construction, and close out processes. (5%) 7. Supervises on site Design and Construction teams, communicating goals and project status with facility leadership. (10%) 8. Evaluates and provides guidance during all planning stages of medical and regional facilities including making economic comparisons of development schemes, recommending options in conformance to master plan. (5%) 9. Negotiates fees and business decisions for contracts with professional contractors. (5%) 10. Reviews and approves consultant and contractor invoices, and approves change orders to contract documents. (5%) 11. Ensures Facilities Services goals for client service are continuously met through the design and construction process. (5%) 12. Ensures that projects are completed in compliance with Kaiser standards for quality/functionality and applicable regulatory requirements. (10%) 13. Leads and manages timely procurement for all permits required by regulatory authorities. (5%) Assume other activities and responsibilities from time to time as directed. Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting ethics and integrity, reporting non compliance, and adhering to applicable federal, state and local laws and regulation, accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures.
