Job Summary

Description:
Constitute a principal EMR interface and coordination point within the heath systems areas of environmental influence (structure, process and outcome of health care) that create, or will create, the operating climate for AZ (Health Care Reform, Comparative Effectiveness, Evidence-Based Medicine, Medical Quality, Public Health, Personalized Medicine, Health Information Technology). Identify critical governmental agencies, non-governmental and trade organizations (e.g., AHRQ, CMS, NPC, IOM, HIF), and build strong relationships with them. Working with Government Affairs, Policy, Global Development, Brand Teams and other areas of AZ that interface with these organizations, lead or coordinate as appropriate the establishment of strategic objectives plans and/or policies for leveraging those interfaces to achieve AZ’s business and cross-brand objectives; implement those plans and the successful achievement of the objectives through that interface; and identify current or impending scientific and medical issues within the assigned areas for mitigation, leveraging or AstraZeneca leadership.

Major Responsibilities:
· Establish and develop strong, lasting, effective relationships with each agency/organization identified as strategic to AZ and direct/coordinate all aspects of creating allies with these groups and with representatives to these groups to enable AZ to influence change in US healthcare.
· Effectively accesses Sr. Leadership in high priority organizations.
· Actively participate on boards, committees, panels, etc. of high priority organizations within the assigned area.
· Take an active role in the identification and development of areas of strategic collaboration at targeted partners. Work cross-functionally and globally to define and initiate areas of work that form the basis of these collaborations.
· Participate in issue analysis, strategy development, and implication analysis of environmental issues within AstraZeneca.
· Provide scientific and medical expertise in concert with CER, Govt. policy, F/SGA, SA, and Managed Markets to achieve AZ-desired outcomes on business issues.
· Represent AstraZeneca with Government Agencies, Non-Governmental and Trade Organizations (e.g., AHRQ, CMS, NPC, IOM, HIF).
· Solicit groups in health systems area for their perspectives on the evolving environment and AZ’s strategic direction, provides that intelligence, and assists in its interpretation for strategic planning purposes and creation of global or local positions.
· Provides strategic advocacy counsel to functional and brand teams regarding general business issues as needed.
· Directs and manages advocacy agencies and consults with them on developing alliance programs.
· Represents AZ at speaking engagements with key groups and through participation on healthcare panels, boards and committees.

Reporting Relationship:
· Reports to Executive Director, EMR Health Care Relations
· No direct reports, but may supervise contract resource

Responsibilities

Minimum Requirements:
· BS/BA in relevant field
· Minimum of 10 years’ experience in pharmaceutical/medical or related industry positions of ever-increasing responsibility, accountability and leadership.
· A well formed network of established contacts in the assigned area
· Facility and comfort in dealing with senior personnel in potentially adversarial positions is required (strong influencing and interpersonal skills).
· Leadership skills, including the ability to solve problems that include many decision makers and carry several options for solutions, as well as persuasive written and verbal communication skills.
· Ability to interact widely and effectively within both the company (i.e., on an interdepartmental and interdisciplinary basis), the partners and Government officials.
· Ability to develop solutions to complex problems requiring the use of ingenuity and creativity; to formulate approaches and strategies, which may fall outside of historical norms.
· Proven teamwork and collaboration skills.

Preferred Background:
· Advanced degree(s) in the sciences, e.g., Ph.D., M.D., PharmD, etc.
· Policy expertise in a health care society, organization and/or government
· Comprehensive understanding of broad business environment issues, pharmaceutical product development, product commercialization, and commercial portfolio planning issues.
· Demonstrated understanding of the industry and governmental dynamics affecting the pharmaceutical industry.
· Established publication and presentation record
