Responsibilities include contract administration from “cradle-to-grave.” Establishes and maintains Contract Master File in accounting system for multiple complex contracts. Establishes and maintains Contract/Task Files in manual filing system and electronic filing system. Provides support and negotiates contract/tasks amendments and modifications, obtaining government approval where necessary. Works with Company Program Managers on daily basis regarding the contractual and financial issues of assigned contract/tasks. Assist in the preparation of Delivery Order and Task Order bids under issued contracts and BPA's. Attend Monthly Program Management Reviews and be prepared to discuss contract status and issues. Monitors contractual requirements, such as but not limited to, actuals against budget, deliverables, modifications, seventy-five percent status, and 30 days prior to ending date. Assist in audits when necessary.
Assist with the preparation and review of other contract documents such as but, not limited to, Non-Disclosure Agreements, Teaming Agreements, Memorandums of Understanding, Consulting Agreements, and Subcontracts. Ensure that agreements are in accordance with company policy and applicable laws.
Assist in the preparation and review of Proposals and Quotes. Reviews and analyzes government solicitations, to understand and convey to Proposal Team all relevant issues, to ensure that the company proposals are fully responsive to prospective customers’ requirements. Involved with basic pricing.
Should have 6-10 years of government contracts experience. BS/BA preferred; though can substitute with additional years of relevant work experience. Knowledge of FAR and DFAR. Experience in negotiation and administration of Federal Government Contracts. Candidate should be comfortable managing multiple large contracts. Experience with Deltek GCS Premier is a plus, but not required.

Duties
Prepare timely, accurate and compliant cost and business proposals. Participate in the proposal pricing process to include: develop cost volume completion schedules; assist in development of pricing strategies; coordinate labor, subcontract, review, analyze and compile cost data; prepare cost volumes. Work closely with Proposal Team and Operations to ensure accuracy and coordination of cost proposals and to collect data. Participate in pricing review with proposal team and senior management. Support audits and participate in cost proposal clarifications or negotiations. Prepare and analyze RFP requirements including terms and conditions. Utilize precesses and tools that result in compliant/quality pricing proposal. Ensure timely preparation of cost volume documents. Provide requirements for subcontractors involved in proposal preparation. Support other pricing team members in preparing responses and review of work.
Requirements
BS degree in Business, Finance or Accounting preferred, with 5+ years experience. Experience pricing to Government requirements for services, both task orders and strategic contracts. Knowledge of all contract types including FFP, CPFF, CPAF and T&M. Knowledge of Government Cost Accounting Principles and FARs. Proficient in MS Office applications preferably Excel, Word and PowerPoint. Strong math aptitude.
