The Software Engineer is responsible for Enabling Excellence in Delaware State Government.
Principal responsibilities include the design, coding, testing, debugging, system integration, and documenting of software components of complex, multi-tier government systems.
Responsible for evaluating user requests for new programs, modifications to existing programs, and system integration of COTS products. Performs research and gathers relevant data to assist with determination of feasibility, appropriateness, and cost and time required. Prepares detailed program specifications. Develops, tests and debugs programs across a variety of applications. Creates system and user documentation. Monitors ongoing program and system performance.
The ideal candidate will be a fast learner with excellent communication and problem solving skills, and able to work with minimal supervision as part of a multidisciplinary team. Must be able to work with other members of a highly dynamic and diverse Application Delivery Team to deliver software solutions on time and on budget.
The Software Engineer will report to a Service Delivery Manager on the Application Delivery Team.

Design, code, test, debug and document software solutions. Writes well-documented code to assure proper code maintenance in the future. Participate in code reviews and walkthroughs.

Develop external system design specifications such as: Entity Relationship Diagrams, Process Models, Data Models and Data Flow Diagrams.

Research new programming approaches and evaluate new software tools and techniques.

Monitor mission critical systems and provide post-implementation and production support as an on-call programmer.

Train users.

· Experience working in an environment consisting of Domino, Lotus Notes 6.5 and above.
· The candidate should possess extensive experience with Formula language, LotusScript, JavaScript, VBScript, HTML, XML, VBA, AJAX and SQL.
· Expert knowledge of Notes and Domino server admin (versions 6, and 7), including clustering, replication, agents, mail routing, SMTP mail, and data exchange.
· Expert knowledge in integration of Lotus Notes with Microsoft Word, and Excel
· Certification highly desirable (Certified Lotus Professional CLP)
· Experience with State Legislative process is a plus
· Thorough knowledge of programming concepts, design, procedures and practices; proficient in all stages of the software development life cycle.
· Solid understanding of client/server hardware, programming languages, software development methodologies, operating systems, development tools, software quality assurance, and databases.
· Demonstrated ability to prioritize work load and work under pressure to meet project deadlines.
· Ability to perform in a dynamic work environment and make recommendations to supervisor.
· Exposure to mainframe interfaces for data retrieval and update.
· Willingness to work a flexible schedule to accommodate project deadlines, travel and on call rotation. Since this position support State Legislature availability after normal business hours is a necessity.
· Excellent interpersonal, written, and verbal communication skills.
· Candidate must 5 - 7 years experience in systems analysis, design and development activities
· Candidate must be able to apply sound business practices, appropriate technical solutions, and a creatively unique approach to resolve issues with varying degrees of technical, personnel, and customer support needs.
· Candidate must be a skilled problem-solver, capable of troubleshooting complex issues and recommending/implementing appropriate solutions.
· Candidate must be able to present complex technical information in a clear and concise manner to a variety of audiences, including non-technical.
· Candidate must be a highly motivated self-starter comfortable working in a high energy, dynamic start-up environment which emphasizes customer service, teamwork, and practices proactive management philosophies.
