Senior Policy Analyst

The Hazardous Waste Policy and Program Development (HW) Section of DEQ’s Land Quality Division is recruiting to fill the position of Senior Policy Analyst.  This is a permanent, full-time position to be filled at the Natural Resource Specialist 4 level and located in Portland, Oregon. 

The HW Section of the Land Quality Division has many responsibilities, including, but not limited to: development of new program components; planning, policy development, and integration of program elements for DEQ’s hazardous waste program, toxics use reduction and waste reduction assistance program.

As the Senior Policy Analyst, you will serve as an expert of the hazardous waste program.  You will also analyze hazardous waste management issues, development of policies for addressing the issues, and ensuring regulations and policies are applied consistently.  In addition, you will ensure that hazardous waste issues are properly addressed during cross-program policy discussions or initiatives.

TO QUALIFY

Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:

Four years of professional experience in an environmental protection, environmental control, or a natural resource management program.  At least one year of the experience must have involved management of multiple projects in a Hazardous Waste, waste prevention, or waste reduction program, including responsibility for development or enforcement of regulations or guidelines.

 

AND

A Bachelor’s degree with major study (thirty quarter hours or twenty semester hours) in environmental or physical science, one of the natural sciences, engineering, or a closely related field.

OR 

Three additional years of relevant experience.

 

NOTE

A Master’s degree in one of the above areas may substitute for one year of the general work experience, but will not substitute for the one year of specialized experience.

 

TEST

Describe your experience interpreting and applying RCRA regulations, including any special training.  Does your experience include rule writing, policy development or implementation?  Please explain.  Describe your experience analyzing, interpreting and determining compliance with complex laws, statutes, rules and regulations.  Who was your audience, what types of requirements were you evaluating, and what communication tools were used? Please describe the techniques or skills you would use to arrive at consensus in a group with several different options.  Provide an example of a situation where you have had to employ these skills, and explain how the differing views were reconciled. Describe your experience working with other agencies (federal, state or local).  In what capacity did you interact with these agencies, and what was your role in the interaction?

 

DUTIES ANDRESPONSIBILITIES

As Land Quality’s Senior Policy Analyst, you will perform the following duties, among others:

 

Program Development and Administration

Provide state-wide hazardous waste administration and expertise to the Hazardous Waste Program, the Department, EPA, and other agencies. Develop and recommend program strategies, policies, policy directions, and legislative concepts; develop program rule-making packages from initial concept to full implementation. Represent the Department and the Division on national, regional, state, and local committees and workgroups concerning hazardous waste. Consult with the Attorney General on issues of equivalency, consistency and stringency between the federal and state programs. Facilitate research and regulatory interpretations; perform extensive research of literature, program records, EPA decisions and other documents; and interprets and reports the information gathered. Write complex policy, guidance and directives for program implementation.

 

Program Evaluation

Identify, track and analyze federal and state requirements for evaluation by program management and the Environmental Quality Commission (EQC). Recommend to management changes to state regulations, policies and guidance. Develop, evaluate and implement measures and policies dealing with the program’s self-evaluation. Evaluate program activities, identify deficiencies and prepare findings and recommendations.

 

Technical Assistance

Provide technical assistance related to internal and external hazardous waste matters. Draft interpretive memoranda, guidance documents, and implementation strategies for Department staff and the regulated community; and keep appropriate staff informed of developments in the field affecting their work. Represent the Department at informational meetings and public hearings before the EQC and other public forums; serve as a technical expert or witness for hazardous waste issues or cases before the EQC, the courts, the legislature, or other decision makers.

 

WORKING CONDITIONS

This position will require occasional in-state and out-of-state travel as the Agency’s representative at meetings, conferences, workshops and work groups.
