This position is accountable for procuring materials, equipment, subcontracts and services at the lowest cost consistent with the quality and service required. Implementing long-range strategic programs for any/all ECS products involving high dollar volume and/or complex technical characteristics. Reports to Manager, Procurement; works closely with Business Applications, Sales & Tendering, Project Management, and Engineering to achieve procurement objectives.

Major Responsibilities:

- Procure all material, equipment and services on assigned project below the As Sold Budget.

- Participate in the initial project meetings to determine and agree to specific procurement strategies polices, procedures, lines of communication, and to specify necessary terms and conditions of purchase.

- Develops and issues the Project procurement Instructions, the Project Bidders List, and the Procurement Plan, which establishes the manner of procurement execution for the project.

- Develops and maintains effective lines of communication between Procurement, Business Applications, Sales & Tendering, Project Management, Engineering, Field Operations, Finance, and the Customer, to ensure proper flow of information, prompt approvals and decisions when required.

- Responsible to maintain continuity and resolve project procurement problems which could disrupt continuity whether it be in the area of engineering, construction, customer, or project management.

- Monitors all project procurement activities for compliance with applicable instructions, quality requirements, and proper scheduling, by issuing, and distributing the Requisition and Purchase Order Status Report. Reviews the Material Status Report in order to render assistance in problem areas of delivery. Reviews other project reports pertaining to procurement and take appropriate action where necessary.

- Closely monitors market conditions that may effect the price and delivery of major equipment and commodities. Responsible to propose alternate procurement plans to lessen the impact of accelerating/decelerating economic indicators.

- Reports on regular basis to Project and Procurement Managers on the status of progress being made on the project.

- Conducts meetings with suppliers and contractors and maintains favorable relations with them to assure and maintain their contractual commitments.

- Visits jobsite to establish and coordinate the necessary field requirements for the procurement activities.

Education Requirements:

High School required; B.S. in business preferred, emphasis in purchasing and materials management.

Experience:

Experience with fabrication techniques, electro-mechanical equipment, construction project procurement and successful negotiation skills required.

Certification:

National Purchasing Certificate preferred.

Knowledge:

Knowledge of purchasing standards, policies, procedures and strategies, procurement strategies, supply management philosophy and techniques; thorough knowledge of laws related to uniform commercial codes and exports and all ECS product lines.

Skills:

Skill in leading and coordinating team active in foreign sourcing and buying projects.

Ability:

Ability to independently resolve issues with difficult customers.

Safety Training Criteria:

10-Hour OSHA Training (see attached Appendix S).

Physical Conditions:

Office work environment, some travel.
