Senior Buyer - FY2008-39
Solicits, negotiates, executes and administers complex acquisitions of aerospace and aviation hardware, materials and services. Provides regular status and activity reports to management for assigned work.
Analyzes receipts and billing validation/verification reports to ensure compliance with subcontract terms. Responsible for supplier performance monitoring, problem identification and resolution.
Prepares “audit-ready” file documentation to enable administration of purchase agreements with service or equipment suppliers.
Prepares Request For Proposals/Request for Quotes for high dollar procurements, evaluates offers, performs cost/price analyses, drafts subcontract/purchase order agreements and administers to completion after award.
Represents company in meetings with the customer and provides guidance and counsel pertaining to customer wishes/expectations relating to planned or current acquisitions or feasibility studies.
Works with and provides guidance to less experienced team members.
Ensures assigned tasks are accomplished in compliance with company policy and FAR /NASA FAR Supplement. In-depth knowledge of contract and subcontract administration, contract and procurement laws, the Truth in Negotiation Act, aerospace and aviation hardware procurement.
PRIMARY RESPONSIBILITIES:
Responsible for providing acquisition support to multiple project organizations located in diverse geographical areas across the United States.
Ultimately responsible for on time, cost effective delivery of all requested goods and services required to design, build, test and deploy the next generation manned spacecraft, Orion.
Develops lists of potential suppliers, issues requests for proposals (RFP), directs the evaluation RFPs, negotiates final agreements, award agreements and leads the completion of General Agreements.
Responsible for monitoring suppliers. Consults with Procurement Manager, peers, program representative/s and others, as appropriate, to ensure desired expectations on a timely basis.
Accountable for planning and managing work flow while ensuring overall best value to the customer through the use of acquired and demonstrated procurement practices.
EDUCATION:
Bachelor Degree in related discipline required and at least 5 - 8 years of related experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of government subcontracting in compliance with FAR/NASA Supplement. Must be familiar with cost plus, firm fixed priced, BPA, labor hour and requirements type contracting. Must have experience in materials procurement and understand the unique quality requirements associated with manned spaceflight. Familiar with ITAR regulation and Export Controls. Ability to operate a computer with speed and accuracy and extract accurate data. Ability to work in a fast paced, customer-oriented environment. Proper English grammar, usage, spelling and punctuation; Modern business office procedures, including filing systems and business correspondence. Must be able to multi task and motivate others.
Must have extensive knowledge and expertise to handle complicated aerospace and aviation hardware and build-to-print requirements, analyze cost/price proposals, terms and conditions, and strong negotiations skills.
