The Navy Exchange Service Command (NEXCOM), a multi-billion dollar global retail company providing retail stores and services on Navy Bases around the world, headquartered in Virginia Beach, VA is seeking an experienced RETAIL BUYER specializing in procuring locally produced “specialty” merchandise to work at U.S. Navy Exchange, Guam..

Note:  Must be a U.S. citizen.

 

Tour of Duty:  Guam is currently a 24-month tour of duty and it is an “accompanied tour”.  Accompanied tour means dependents (spouse, children or other “qualified” dependents) are authorized to relocate and/or reside with the associate, dependents will be authorized on the Permanent Change of Station travel orders.  The selectee for this position will be required to sign a standard overseas Transportation Agreement and will receive the standard Overseas Relocation benefits, including shipment of one POV (privately owned vehicle).

 

SPECIAL OVERSEAS FINANCIAL BENEFITS:

Cost of Living Allowance (COLA):  Associates assigned to Guam, who are on Transportation Agreement (TA’s) are eligible to receive a Cost of Living Allowance of 25%.  This is a non-taxable benefit and paid on a bi-weekly prorated basis and noted on your pay statements.Retention Allowance:  Navy Exchange Service Command (NEXCOM) has determined to award retention allowance, 10% of base pay, for all associates on TA’s in Guam.  This is a taxable benefit and paid on a bi-weekly prorated basis and noted on your pay statements.

 

DUTIES AND RESPONSIBILITIES:

 

Serves as a buyer specializing in the procurement of locally produced "specialty" merchandise.  Responsible for merchandise planning, procurement, inventory management, and sales promotion

 

Controls open-to-buy funds and inventory levels and ensures that stock mix is adequate to meet patron demands and provides a fair profit return on stock investment.  Interfaces with industry representatives; reviews lines of merchandise and selects and orders merchandise based on sound business principles.  Establishes selling prices based on departmental  goals and objectives and initiates markdown actions to purge slow-selling merchandise and stimulate sales.  Implements buying programs and directions initiated by NEXCOM.

 

-  Develops appropriate sources of supply for assigned departments and arranges with suppliers to obtain the lowest prices for merchandise through price concessions, terms and promotional display allowances, freight concessions and special offerings.

 

- Develops promotional and seasonal programs for assigned merchandise categories; develops and is responsible for merchandising goals and objectives for assigned departments to include open to buy planning, markdown actions and inventory levels; procures merchandise to attain goals and objectives for assigned departments to include open to buy planning, markdown actions and inventory levels.

 

-  Implements buying programs and directions initiated by NEXCOM.

 

-  Analyzes and appraises industry/market offerings and trends.  Participates in industry trade shows and establishes effective liaison with counterparts in the commercial sector, manufacturers, suppliers of merchandise, professional activities and associations. 

 

-  Introduces new products for assigned department(s) or merchandise categories.  Develops appropriate sources of supply for seasonal and non-seasonal merchandise.  Develops new merchandise submissions, source deletions and source additions.  Develops and analyzes merchandise category sales data.

 

-  Develops the Master Stock Assortment, Image Lists, Merchandise Bulletins and seasonal programs for assigned department(s).  Takes necessary action to generate maximum sales and profit potential for assigned department(s).

 

-  Develops local bulletins/instructions to provide Exchanges with complete merchandising information pertinent to assigned department(s) and merchandising categories.  Reviews the assignment of Stock Control Numbers (SCN) to line items listed in bulletins.

 

-  Develops retail markups/prices for items of retail merchandise in assigned department(s)/classifications and develops realistic markdown goals for departments assigned.

 

Performs management review of the retail operations pertaining to assigned categories.  Analyzes, develops and recommends procedures to be used in the resolution of specific problems and to ensure effective merchandising operations.  Reviews and analyzes purchase orders, store inventories, open-to-buy plans, markups and markdowns to ensure maintenance of balanced inventories by quantity, quality, assortment, prescribed markup applications and procurement in accordance with ASER, where applicable.

 

Develops sales projections for assigned department(s)/classifications for the Navy Exchange Financial Plan.

 

-  Contributes to and participates in retail marketing meetings, merchandise clinics, functional training courses for department(s)/classifications assigned.

 

-  Develops or provides input to contracts for resale items and product lines for NEXCOM.  May participate in the item selection process for military Exchange services catalog.

 

-  Conducts comparison programs to check pricing and marketing strategies of other retailers to determine which items are being sold or undersold by them, how and why.  Recommends or takes action where necessary.  Maintains liaison with representatives of vendors and sponsors of trade shows, etc.

 

-  Coordinates display and merchandise calendars and plans special events with appropriate offices.

 

-  Develops reports and studies for other government offices and committees, as required; also coordinates, researches and develops material for trade and industry publications.

 

-  Supervises assigned personnel engaged in providing clerical support work for designated merchandise of a commodity group.

 

-  Performs other related duties as assigned.

 

REQUIREMENTS:

POSITION TITLE:            BUYER

GRADE/SERIES:     NF-1101-04

 

Total of  5 years of experience consisting of the following:

 

GENERAL EXPERIENCE:  3 years general experience which was gained in administrative, merchandising, technical or other responsible work which enabled the applicant to gain a knowledge of merchandising and procurement practices; skill in dealing with others in person-to-person work relationships; and the ability to exercise mature judgment.   

 

OR

 

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:  1 year of education above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor’s degree for 3 years of general experience.

 

AND

SPECIALIZED EXPERIENCE:  2 years progressive experience which provided background in procurement practices, methods and procedures; developing and maintaining open-to-buy; selecting sources of supply; comparison shopping; review of merchandise for pricing, markdowns and stock rotation; planning and developing sales promotions and other merchandise controls; or similar work which demonstrated the knowledge and ability within the procurement operational area.
