Our Denver, Colorado, Survey unit is looking to add a Real Estate Analyst to their team. Responsibilities for this role will include:
Plan, organize and implement the RTD Real Property appraisal, acquisition or relocation program for projects included in both General Fund and FasTracks Transit Development Plans. Solicitations, scheduling, budgeting, assigning, directing, tracking, troubleshooting and assuring the timely, accurate and quality production of deliverables from contracted real property services. Conducts self in an appropriate manner as a representative of RTD, working effectively in a diverse work environment. Plans, organizes, prepares schedules and manages real property services as assigned, which may include title work and closings, appraisal coordination, acquisition, real property portfolio management or relocation services for all real property projects in the RTD transit development program. Develops, introduces and negotiates real property services strategies with other governmental agencies such as Colorado Department of Transportation and the FTA as necessary. Conducts negotiations with private developers, municipal, county and state officials and Board Members in respect to proposed locations for park-n-ride and other RTD facilities as assigned. Participates as a member of RTD planning teams conducting Environmental Impact Statements to establish corridor alignments and major facility locations in respect to property acquisition and relocation considerations as assigned. Performs confidential analysis of real property service deliverables assess risks with management, attorneys and consultants and formulates recommended strategies as needed to complete acquisitions in a timely, cost effective manner. Conducts complex, confidential negotiations with property owners in respect to the acquisition of real property interests to avoid litigation and prepares documents to facilitate negotiated acquisitions as assigned. Develops cost effective, confidential negotiation strategies with attorneys and owners to settle outstanding litigation in the interest of RTD as assigned. Serves as the RTD representative in reviews, audits and investigations; acts in an advisory capacity to legal counsel before and during trial associated with property acquisitions, dispositions and relocations activities as assigned. Develops and prepares real property service budgets and schedules for federally mandated Right of Way (ROW) Management Plan for inclusion in the Project Management Plan for each assigned ROW acquisition project. Prepares documents necessary for the acquisition or disposition of real property interests including the scheduling and coordination of real estate closings as assigned. Negotiates and administers leases of RTD owned property and property leased by the RTD as assigned. Establishes and maintains effective working relationships with special district, municipal, county, state and federal jurisdictions in relation to the acquisition of real property interests. Prepares, monitors, and updates reports and schedules for assigned projects. Assists with the planning and negotiation of joint development opportunities in accordance with Board Policy and General Manager’s directives as assigned. Monitors and directs the activities of contract appraisal services, reviews invoices for accuracy, coordinates the payment of invoices in a timely manner with Project Control. Performs supervisory functions including interviewing and hiring of staff, assigning work, and performance management. Enters data, produces reports and updates real property records. All other job-related duties, as assigned. Performs delegated functions as assigned in the absence of supervisor.
