DEL Technical Services, Inc is currently seeking a Quality Assurance Manager for a national mechanical, multi-trade refinery construction, fabrication and installation of process piping, boilermaker services, equipment setting, and total project management for bulk process production facilities.

Our client seeks an individual with a vision to lead their Quality Assurance / Quality Control Department.
* Position is site based administrative / managerial - involving technical program development and operational control which includes supervising, staffing, test and inspection functions, training, audit & surveillance, receipt inspection and records retention.
* Occasional high level involvement and oversight of individual project may be required. Some periodic short duration travel may be necessary.
* Specific documented experience in ASME and API refining process piping construction is necessary along with exposure to multi-craft quality requirements within the Refining Industry is necessary.

DESCRIPTION:
The Quality Assurance Manager is responsible for defining requirements and supervising the Quality Engineering, Training, Audits & Surveillance, Receipt Inspection and Record Retention functions for the RCA Quality Organization and across the Seven Construction Operations Pillars. The Quality Assurance Manager also maintains the Quality Assurance program.
More specifically:
1. Organize and manage the quality engineer functions which includes Welding, Electrical, Mechanical, Piping, Civil, Structural, Systems and Coating Engineers.
2. Manage, staff and implement training and quality training modules for the qualification and certification of project quality personnel and orientation of workforce employees.
3. Implement, staff and supervise the audit and surveillance program to ensure that the quality program is implemented and is effective throughout the project organization.
4. Develop, staff and supervise the Receipt Inspection Program to ensure that only acceptable materials are being introduced into the work stream.
5. Candidates must be able to walk through outdoor job sites, climb ladders and stairs to access platforms and scaffolds, walk on elevated platforms and landings, and stoop, crawl and climb as needed to inspect worksite areas.

REQUIRED EXPERIENCE:
* Candidates should possess 10 years of related experience.
* Experience with process or power piping and pressure vessels is required.

REQUIRED EDUCATION:
* BS degree in Engineering (Mechanical, Welding, Materials, Civil or related field)

ADDITIONAL QUALIFICATIONS

* The individual should have an engineering degree within a related field and work experience in process piping and mechanical construction inspection, quality assurance and control activities.
* Specific experience in mechanical process related welding and exposure to multiple trades.
* Demonstrated experience in large project leadership, staff management, and profit and loss control
* Experience in the implementation of Quality based programs such as API-Q1 or ISO based program.
* Experience in development and implementation of an audit and surveillance program
* Problem solving and conflict resolution with good facilitation skills
* Ability to effectively train staff including others outside of the department
* Engineering degree with documented educational accomplishments:
* ASQ - Certified Quality Manager or Quality Engineer, general overview of quality process
* ASNT - ACCP Professional Level III Visual Inspection
* ASME B31 and API Process Piping
* Practical Welding Technology or Certified Weld Inspector
* Salary will be commensurate with experience.
