The QCCS is the key position for monitoring and administering the Quality Assurance (QA) Program, as it applies to all of the construction contracts and ensuring incorporated materials on construction projects are in compliance with the plans and specifications. Assuring that material(s) to be incorporated in the work meets contract requirements and the Contractor has properly performed all required testing. Additionally, assuring that ODOT has inspected material at manufacturer facilities and has performed verification testing as needed. Assuring that the Contractor performs its work as required by contract and the work produced by the contractor meets or exceeds the required qualities. Acting as the representative, the Resident Construction Manager (RCM) for materials related items, in communication with the Contractor, the client, or other interested parties. This involves responding to questions or concerns from the Contractor and others. Recording information about the project and its happenings in the Project Diary, Daily Progress Report, or other appropriate documents as approved by the RCM. The QCCS must utilize good communication skills in order to: Develop and maintain a good working relationship with the Contractor. Assure that the Contractor plans to, and actually utilizes and incorporates, acceptable quality of materials, processes, and workmanship in the project work. Convey project concerns to the RCM, Project Coordinator and to the Project Inspector. The Quality Control Compliance Specialist responsibilities include the following: · Attend pre-construction QC meeting with construction contractor. · Prepare & maintain Field-Tested Summaries and related quality control documentation for all field-tested materials. · Review construction contractor's field-tested portion of Quality Compliance Plan for conformance with Program Quality Assurance requirements. Recommend approval. · Review & obtain AGENCY approval on mix designs submittals by construction contractor. · Review and make recommendations to Resident Engineer on construction contractor proposed materials substitutions and cost reduction proposals. · Track QC testing requirements by construction contractor. · Perform random inspection of construction contractor testing personnel for certifications, proper sampling & testing procedures, and for conformance with the contract requirements on field-testing procedures. · Obtain, review and maintain construction contractor QC testing reports of field-tested materials incorporated into the project. · Maintain documentation of any non-compliance materials and equipment. · Coordinate verification testing on field-tested materials by AGENCY QA staff. · Collect and document split samples for third party testing; coordinate independent testing on field-tested materials. · Resolve any disputes in construction contractor QC and AGENCY QA testing. · Prepare statistical bonuses/reductions for incorporated materials. · Record project information using appropriate forms. · Approve submittals within certification area. Qualifications Certification requirements - Must be an AGENCY Certified Material Technician(s) (CMT) in the following areas:

CDT Certified Density Technician
CAT I Certified Asphalt Technician I (sample & test)
CAT II Certified Asphalt Technician II (production adjustment)
CMDT (Optional)Certified Mix Design Technician
CHST (Optional)Certified Hveem Stability Technician
