The Proposal Manager will manage assigned contract bids, proposals, grant applications, and other projects. This position is responsible for gathering and analyzing market/competitive intelligence for targeted states and competitors, as well as participating in the development of win strategies. The Proposal Manager will partner with Measured Progress staff, external partners, subcontractors, consultants, client agencies, and grantors to prepare successful bids. Additional responsibilities include the following:

Establish priorities, determine processes, and conduct market intelligence and analysis on selected target states and competitors
Serve as the principal liaison with in-house experts in selected departments
Run pre-RFP planning meetings for assigned, targeted prospects
Review assigned RFPs and prepare appropriate summaries of background information and RFP highlights
Develop and present bid-decision and win-strategy recommendations to senior management and participate in the decision-making process for assigned RFPs
Create proposal process plans, schedules, and structures for assigned proposals/grant applications
Serve as a principal liaison with the RFP-issuing entity, client services and the internal functional departments participating in the proposal process, and outside proposal partners and vendors/subcontractors for assigned proposals/grant applications
Coordinate and lead meetings as needed (e.g., kickoffs, strategy meetings, team reviews, Red Team Reviews, etc.)
Develop/edit/submit RFP questions and review answers and RFP amendments for their implications
Provide detailed guidance to proposal writers/contributors and subcontractors
Adapt and create new, well-written, and well-edited proposal content; manage content review
Participate in target bid pricing, ensuring consistency with the proposed scope
Approve the list and specs for all ancillary documents (e.g., curriculum vitaes, work samples, etc.)
Ensure accurate, compliant, and complete proposal production, quality control, and submittal
Participate in preparing for oral presentations and prospective-client site visits
Plan, facilitate, and follow up proposal debriefs (internal and external), including securing competitor proposalsQualificationsBachelor’s degree required
Minimum of seven (7) years of marketing experience, including three (3) years of experience creating and editing business communications (e.g., proposals, grants, marketing communications, etc.) and managing projects
