Description: The Project/Workstream lead is viewed as having significant expertise in at least one complex functional/specialty area and broad knowledge/skills in others. He or she is viewed as a subject matter expert in one or more Gartner service offerings (e.g., IT strategic planning, enterprise program management, enterprise architecture planning, sourcing, enterprise solutions, and information security). The Project/Workstream lead position is expected to have advanced engagement delivery and project management skills to pursue and project manage large and complex consulting engagements with a large consulting and client project team.
Key Engagement Management and Delivery Responsibilities
* Lead complex projects with minimal oversight.
* Mentor others in key technology areas.
* Coach and train team members in organizational, business, behavioral, and technical skills.
* Good judgment on when and how to revise scope of work (workplans, deliverables and team resources) based on complex client situations.
* Strong financial management of large complex projects
* Effective leadership of high performing, creative client focused teams
* Ensure effective and creative idea generation amongst the project team.
* Gain team members' input to and sets the project team's goals.
* Proven track record of strong client management skills
* Plan and facilitate significant client meetings.
* Drive the clients thinking in many cases.
* Significant contact with key client executives and management (business and/or technical).
Business Development Responsibilities
* Lead sales efforts from a thought leadership/subject matter expertise perspective in a given offering.
* Contribute to account plan development.
* Support the management of designated client accounts.
* Proactively follow up on all assigned leads
* Develop compelling, client-centric proposals.
* Proactively seek out ways to collaborate with leaders from all parts of Gartner to identify target markets and to develop pursuit strategies.
* Ability to support sales partners in the successful close and negotiation of complex deals.
* Develop opportunity plans and may present to deal review board. Qualifications: Consulting project management experience with either business/mission design and/or large IT systems development focus. Specific experience in Gartner's core service offerings such as IT architecture, IT strategic planning, IT investment management, IT assessment, IT project management, is a strong plus.
Desired qualifications include:
* Proven experience managing large scale, complex, multi year federal, state, or local IT projects
* Knowledge of NY State election law
* Understanding of the Help America Vote Act (HAVA) and its impact on electronic voting system implementations
* Experience implementing electronic voting systems at the state level or with a large metropolitan city, including:
* Ballot marketing devices (BMDs)
* Poll-site based optical scanning
* Digital recording electronically (DRE)
* Experience implementing electronic voting systems including the following areas:
* Developing new operational procedures
* Training of staff & pollworkers
* Upgrading facilities
* Testing electronic voting systems
* Public awareness/outreach
* Understanding of a broad range of technologies and implementation methodologies
* Excellent understanding of IT and its business implications.
* At least 15 years of "hands on" management consulting experience in managing large scale IT implementations
* Experience managing consulting and client teams - up to 30 staff
* Excellent written and verbal communication skills.
* Graduate level degree, preferably MPA, MBA, MS in information systems.
* Strong project monitoring and quality assurance experience for large system implementation projects.
