Project Planning, Organization, Implementation
Project Control Processes, Procedures, Change Control
Risk Management (risk tracking, mitigation, facilitation of risk identification sessions)
Program Planning
Issue Management and tracking
Acquisition Planning & Management Deployment Planning
Quality Assurance and Quality Control (User Acceptance Test Plan)
Budget and Financial Management including Cost Analysis/ Cost Benefits
Provide leadership to project team and others, both intra- and inter-agency,
Human Resource Management
Communications Management
Maintain Project Plans and coordinate work activities,
Ensure effective communication among project stakeholders,
Coordinate and monitor various phases/activities of project implementation,
Control requirements/scope creep attributable to missed requirements and
introduction of unofficial requirements into the project,
Monitor contractor performance,
Serve as a single point of contact for reporting project status,
Provide detail and summary reporting of project status including progress and outlook
Make recommendations for executive action when required,
Ensure compliance with contractual agreements,
Coordinate project activities with the Law Enforcement Connectivity Workgroup;
Coordinate activities with FDLE Information Resource Management (IRM) staff required to support the project
Provide technical oversight and coordinate IT-related activities with the Regional Domestic Security Task Forces;
Facilitate public meetings in which the providers for the regional data integration and sharing solutions present information regarding their projects;
Maintain knowledge of information technology industry trends and best practices for application in the FLEX project;
Provide assistance to FDLE staff in the preparation of procurement documents, evaluation of proposals and contract negotiations;
Provides assistance to FDLE staff in the preparation of documentation to support FDLE grant applications, budget requests, and supporting documentation required by the Governor’s Office and Legislature.
Directs assigned project staff
Provide Bi-weekly Status reports to the Executive Steering CommitteeQualifications:Minimum of 5 years of extensive experience managing successful, large-scale information technology projects;
Experience managing projects that included data warehouses; use of Extraction Transfer and Load (ETL) processes, metadata repositories, data exchange standards and the integration of data from varied sources including custom off the shelf applications as well as custom built in-house applications;
Experience managing large system development efforts including all aspects of the software development lifecycle, hardware and software integration, testing and deployment;
Project Management Professional (PMP) certification required;
Six Sigma knowledge, experience or certification helpful;
Leadership experience managing IT projects in the range of $10 to $20 million;
Government, Law Enforcement, or Public Safety experience helpful;
Extensive experience with contract management;
Extensive experience with user acceptance testing methodologies and
documentation;
Extensive experience using Microsoft Project;
Ability to develop and maintain detailed project plans (work breakdown
structures);
Extensive experience with meeting facilitation and documentation;
Experience creating and presenting internal and external status reports and detailed status reports suitable for presentation to the Legislature or Steering Committee;
Ability to lead the project team and effectively conduct the project to meet project objectives;
Experience in delivering the project in the agreed schedule, to the correct technical specification (i.e. defined to meet user requirements) within the approved budget and other specified criteria
Strong communication and collaborative skills;
Knowledge of PMBOK project management concepts and their application to
management of large IT projects;
Excellent oral, written and communication skills; and
