SPECIAL REQUIREMENTS: Travel is required. The successful candidate's driving history will be reviewed for compliance with the Department's Driver's Record Requirements Policy. A Level 1-Background Check will also be conducted on the successful candidate.
POSITION DESCRIPTION: Supervise and direct the activities of all staff, which includes communicating with, motivating, training, and evaluating employees; planning and directing their work; and having the authority to hire, transfer, suspend, promote discipline subordinate employees.
Serve as a financial technical resource for assigned projects; coordinate Department wide Public/Private Parternship (P3) project development from a financial perspective; develop and present internal and external P3 project financial plans, progress reports, activity summaries and plans for future activities. Direct interaction with Federal, State and Local program participants is required.
Manage and coordinate the development and implementation of program and project specific transportation finance strategies. This includes researching innovative financing approaches.
Develop, prepare and present legislative analysis for programs under direct line of authority as well as review and analysis of legislative proposals related to or potentially impacting areas of direct line authority. Direct interaction with internal staff and offices, legislative staff and external parties of interest is required in this capacity.
Participate in and coordinate the development of various Departmental bonding programs including: Toll Facility Bonds, Grant Anticipation Revenue(GARVEE) Bonds and Fixed Guideway Bonds. Specific activities include but are not limited to the development of bond official statements and coordination with the State Board of Administration, Division of Bond Finance for specific bond issues.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles and practices of supervision and management; Knowledge of the concepts, terminology, principles and analytical techniques of innovative infrastructure financing; Knowledge of the concepts, terminology, principles and analytical techniques related to the issuance of municipal bonding financings; Knowledge of the concepts, terminology, principles and analytical techniques related to the development and negotiation of loan agreements and financing agreements; Ability to analyze and interpret financial data; Ability to solve problems relating to financing approaches; Ability to apply and develop applicable rules, regulations, policies and procedures; Ability to analyze legislative bills, actions and intent related to infrastructure financing; Ability to effectively communicate, both verbally and in written form, within the Florida Department of Transportation(FDOT)organization and to external business partners of the FDOT organization; Ability to establish and maintain effective working relationships with internal and external customers.
