Responsibilities:

Prepare, negotiate and administer major complex contracts, including complicated systems for military and foreign contracts. Represent company as prime contractor or a major subcontractor, both domestically and internationally, ensuring maximum profits potential and optimum terms and conditions. Achieve assigned profitability and/or sales goals.

Prepare and submit major, complex contract proposals for assigned programs, ensuring all specifications and requirements are met and optimum terms and conditions for the company are provided. Prepare, negotiate and administer complex contracts, representing the company domestically and internationally as prime contractor or major subcontractor. Complex contracts typically involve multiple subcontractors, foreign customers, teaming and licensing agreements, and technically advanced products, requiring a thorough understanding of military manufacturing processes and procurement regulations and foreign trade customs and practices.  Review and prepare synopsis of complex request for proposals, solicitations and potential or existing contracts to provide management and the performing organizations with proper interpretation of contract requirements and specifications, such as deliverable end items, product quality/reliability, billing payments, currency exchange rates and potential penalties. Provide direct interface on such issues with top Kollsman management.  Administer and monitor established programs by directing a continuing survey of progress to verify compliance with design specifications, shipping schedules and legal requirements.  Develop, prepare, and implement adjustments to existing contracts, coordinating with customer and interfacing departments in the fulfillment of awarded contracts.  Monitor contract progress, performance and costs, and provide periodic reports on status of programs to Supervisor and Program Management. Maintain liaison with customers and interfacing departments in the efficient and profitable fulfillments of all requirements under awarded contracts assigned for administration. Execute certificate of completion for contract close outs, verifying fulfillment of all commitments. Maintain a thorough and current knowledge of all applicable U.S. government regulations impacting Company products or services and the sale or delivery of such products and services to both government and commercial customers. Prepare, coordinate for approval as appropriate, and submit all official correspondence on behalf of Kollsman relating to proposals or contracts. Cooperate and coordinate with other departments to assist in and provide adequate control for the receipt and delivery of communications under assigned programs, proposals and/or contracts.  Document, through written telephone conversation memoranda and/or formal meeting minutes, the basis and result of all discussions of a contractual nature including any form of agreements reached, commitments made or obligations accepted on the part of Kollsman or the customer, setting forth clearly the potential impact of such agreements (or, disagreements). Insure that a full and complete contract file is maintained for each program or contract assigned. Analyze, evaluate risk, and negotiate commercial, international and U.S. Government FAR/DFAR Clauses.


Qualifications:


Requires a Bachelor's Degree in Business Administration and at least 10 years related experience including 2-3 years of international contracts negotiation and administration.

Must have strong negotiation skills and a good understanding of commercial and government terms and conditions.
