GENERAL INFORMATION

The Oregon Public Employees Retirement System (PERS) is seeking an experienced Procurement & Contract Specialist 2. This is a full-time, limited-duration position, located in Tigard. This position is represented by the Service Employees International Union (SEIU)/Oregon Public Employees Union (OPEU). If selected for the position, you must provide documentation of your eligibility to work in the United States. Applicants will be subject to a Computerized Criminal History for a thorough background investigation. Adverse background data may be grounds for immediate disqualification. TO QUALIFY

MINIMUM QUALIFICATIONS

Four years experience in the procurement of goods and services through purchase orders and contract agreements; or experience putting together or administering standard contracts or agreements.

 

Two of the four years must have included deciding and writing specifications for the purchase of goods and services or developing and administering service contracts.

 

A Bachelor’s Degree in Business or Public Administration, or a related degree that included course work in general business management, contract or business law, accounting, finance or economics can substitute for three of the four years. To receive credit for required courses, you must submit a photocopy of transcripts.

PURPOSE

Serve as a procurement specialist for PERS. 

 

MAIN DUTIES

Possesses and provides procurement expertise to the agency. Administers DAS and PERS contracts.

 

Ensures compliance with the Oregon Public Procurement Code, The Oregon Disadvantaged, Minority, Women and Emerging Small Business Enterprises Statute, Oregon Attorney General’s Model Public Contract and Legal Sufficiency Rules and the DAS Contracting Rules and Policies.

 

Advises program managers and staff on preparation of contracts, agreements and solicitations. 

 

Develops complex and varied contracts and other procurements within the Agency.

 

Assists in providing training to other Procurement Section staff on purchasing requirements and techniques as needed.

                                

   Assists in ensuring vendor compliance with terms of contracts and that payments are made in accordance with signed agreements. 

 

   Researches, identifies and resolves contract and other procurement problems. 

 

   Compares contractor or vendor invoices against agreed deliverables for payment.

 

   Works to develop in depth budget proposals and projections related to agency contracts and procurements. 

 

   Works with ISD staff to assist in development of accurate Information Technology expenditure needs and projections. 

 

   Assists the in the development and maintenance of cost allocation related to contracts and other expenditures.

 

Assists in identifying operational strengths and weaknesses, or areas of non-compliance with policy, rules or procedures.  Recommends corrective action as needed. 

 

WORKING CONDITIONS

Typical non-smoking, air-conditioned office environment. Occasional after-hours and/or weekend work is required, particularly during fiscal year-end closing and during calendar year-end interest distribution. Deadlines can cause fluctuating workloads and job demands. The use of personal computers and printers will be required. Occasional daytime and overnight travel. Essential job duties must be performed with or without reasonable accommodations.
