Description Develop propose and maintain Policy and Guidance Directives for MARFORNORTH for the planning and operational activities pertaining to physical security. The candidate will provide the following support in New Orleans, Louisiana. Develop, propose, review and/or update the following: • Coordinate with higher and adjacent headquarters for the standardization of PS, AT and other applicable plans and programs to ensure all documents, plans/orders are in compliance with all applicable higher headquarters orders and directives. • Develop propose and maintain policy for the receipt, dissemination and implementation of physical security matters for Marine Forces throughout the area of responsibility. • Develop propose and review physical security annex to the agency’s Operations Order to ensure applicability and currency. • Develop and maintain all comprehensive documentation of on-going projects, points of contact, routine activities, and Operations guidance. • Annually or as directed create an up-to-date list of all directives, orders and instructions pertaining to the AT Physical Security Program. Provide technical advice, assistance and consulting services to the AT Program Manager pertaining to planning, Physical Security (PS), electronic surveillance systems and security engineering issues relating to Force Protection (FP). Provide expert technical consulting service to Marine Corps installations and facilities related to implementation of force protection measures including site plans, physical security and IDS equipment, and building hardening for specific projects, when tasked by the AT Program Manager. Perform the following planning and analysis tasks in accordance with the applicable Policy and Guidance Directives: • Conduct program reviews, vulnerability and PS assessments and security engineering surveys of USMC Supporting Establishment Commands, bases, stations, installations and facilities. Contractor must frequently use his/her experience and professional judgment when existing criteria and guidance documents do not address unique situations. • Advise and conduct PS and FP construction design consideration planning and coordinates planning with senior agencies for Force Protection (FP) matters involving the development and execution of AT Programs. • Prepare FP program plans and policies for the employment of active and passive security measures designed to protect USMC personnel, civilian employees, family members, facilities, and equipment within the area of responsibility. • In conjunction with Facilities, and per applicable higher headquarters directives, develop plans and policies for corrective action for sites that do not meet FP or Unified Facilities Code protection criteria. • In conjunction with MARFORNORTH Intel Fusion Cell, develop policies and plans to support identification of terrorist threats, standardization of threat levels, and dissemination of threat and/or law enforcement information. • Recommend plans and policies to mitigate reported vulnerabilities via the assessment/program review process. • Provide planning support to other Staff Sections as required. Provide the following operational support in accordance to the applicable Policy and Guidance Directives: • Interface directly with Headquarters Marine Corps (HQMC)PP&O, PS, USNORTHCOM, other Service Component Commands, Joint Task Forces, DoD agencies, and MARFORNORTH’s USMC Supporting Service Commands in the conduct of all AT PS planning. • Coordinate staff reviews of agency and Service orders, directives, manuals, Concept of Operations, Operations Plans and Concept of Employment Plans. • Provide agency with points of contact for planning, coordinating, and the implementation of all programs and initiatives related to PS. • Draft, route and submit messages in DMS and AMHS Format to the G-3 for release. Maintain PS information on G-3 Force Protection web portal. Edit and post updated data on a recurring basis. Required Skills This position requires a Bachelors degree and 8 years of related experience with increasing responsibilities. Required Experience -7+ years of demonstrated experience at a command level in the areas of Anti-Terrorism, Force Protection, Critical Infrastructure (CIP), Joint Staff Operations. -All candidates MUST POSSESS an active TS clearance US Citizenship required.
