Job Description:

Raytheon Information Solutions provides highly specialized information assurance operations and cyber security support to a major Federal agency at a site in North Las Vegas, NV. Operations includes both classified and unclassified network engineering and configuration management; network administration and security monitoring; intrusion monitoring and analysis; incident management; help desk operations and reporting. Network sites span approximately 10 major Federal installations across the country, centrally monitored and managed in Las Vegas via the Information Assurance Response Center (IARC). This IARC Operations Manager position includes all aspects of site management, control, and operations including: facilities; administrative/management processes; procurements; technical performance of staff; customer interface; staff management and development; and optimizing the organizational structure and processes. Be a part of a management team of approximately 6 persons with responsibility for approximately 60 staff. Daily duties include supervising the technical performance of the team and providing guidance and leadership for all activities pertaining to the IARC, including maintaining and improving the cyber security posture of the site; providing monitoring activities for the Federal sites; conducting detailed technical analyses and evaluations; writing, commenting, improving certification and accreditation documents and the C+A process; and supervising the IARC’s technical staff who perform additional duties such as risk analyses, penetration testing, site vulnerability assessments and cyber forensics.


One major project is reaching its initial operating capability (IOC) in March 2008, with additional aspects of functionality to be accomplished in future years. Major responsibilities surrounding this project include complex, multi-site communication and coordination to ensure Interconnect Agreements are in place and to establish and improve on both internal and external operating procedures at the IARC. Also perform complex management support duties requiring broad experience, skill, and knowledge of Federal policies, practices, and procedures in the information assurance/cyber security area. Be responsible for understanding and adhering to Federal cyber security-related policies and procedures while also suggesting process improvements.


Weekly and monthly reporting is required for site activities. In addition, the DPM/Ops Manager will ensure individual staff performance and annual performance evaluation processes are completed in a timely manner, as well as the timely accomplishment of various corporate requirements, including annual trainings, etc.


In addition, the qualified applicant will perform the following:


-Work in a team environment, with multiple contractor-employers.
-Prepare, analyze, evaluate, comment on site-related cyber security documents.
-Coordinate and communicate with numerous other contractors and contractor companies, performing IT operations at their respective site(s).
-Prepare contract-related management documents such as management plans, budget analyses and monthly technical status reports.
-Provide management coordination and communication with all levels of personnel, both inside the office and outside.
-Perform the duties of the IARC Director, during absences.

This position requires up to 20% travel.

Required Skills:

BS degree (or equivalent experience) and 10+ years progressive experience. Must have IT management experience that includes responsibility for cyber security. Must have Federal contract management experience. Must be highly skilled and knowledgeable about the cyber security and information assurance requirements of the Department of Energy (or similar Federal agency). Excellent verbal and written communication skills are essential. Must be proficient in use of Microsoft Office suite (Word, Excel, Powerpoint). Must possess exceptional analytical skills and be highly organized. Must be able to travel up to 20% of the time.


Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information. U.S. Citizenship is required. An active government-granted security clearance is required.

Desired Skills:

Federal government contract/program management experience providing IT and cyber security services. Knowledge of network protocols. Knowledge of network security and physical security. Expertise in Microsoft Project. Master's degree preferred.
