Under routine supervision performs wireless network equipment maintenance,
repair and installation activities. This position requires that the incumbent
possess the ability to correct most technical problems independently and provide
troubleshooting assistance to lesser-qualified technicians. Assists with
hardware / software upgrades and construction of the cellular network,
including: base station radio and antenna equipment, microwave and fiber optic
transport systems, Digital Cross Connect systems, DC power equipment and other
peripheral hardware. Principal Accountabilities 1. Performs routine preventive
maintenance as required for all equipment outside of the MSC, including some
basic MTSO and ancillary devices / peripherals. Repairs or replaces damaged or
faulty items in a timely manner to ensure maximum network. Availability.
Documents maintenance as required, and prepares all necessary reports
(Including: Method of Procedure, Network Outage, Tower Light Outage, Preventive
Maintenance). 2. Performs all components of cell site maintenance. Including:
automatic/manual optimization, antenna testing and results analysis. Reviews
base station transmitter power budgets for accuracy. Maintains proficient
knowledge of command syntax for all analog and digital base stations including
adjunct services, platforms and hardware such as CDPD, smart antennas, etc.
Knowledgeable in all aspects of channel addition / removal, base station
equipment alarm analysis and hardware troubleshooting. 3. Performs testing,
acceptance and analysis of DS0, FT1, T1, T3, OC3, and STS1 circuits. Including:
Microwave or SONET systems, CSU, T1 interface devices, Digital Cross Connects
and physical cross connects utilizing appropriate test equipment (T-BERD or
equivalent). This candidate has a fundamental understanding of the Network
Transmission Plan. 4. Ensures all power systems are fully functional which
includes performing and analyzing battery routines, performing voltage
adjustments and routines on rectifiers and DC power boards as necessary. Can
perform basic power requirement analysis. Can troubleshoot and replace
components utilizing vendor-approved methods. 5. Ensures proper maintenance of
site buildings and grounds. Performs: inspection of tower for FAA/FCC
compliance. Generator/transfer panel routines and basic troubleshooting. Basic
HVAC troubleshooting, environmental alarm testing for calibration and report
generation. Can operate and verify proper temporary generator connection. Has a
general understanding of grounding system design, testing and maintenance. 6.
Performs inspection of microwave systems. Including: performs routine preventive
maintenance, equipment alarm analysis, inspection of waveguide pressure and
desiccant, annual preventive maintenance on all radio types, advanced
troubleshooting, basic installation and acceptance of radio and path alignment
with tower crew. 7. Performs basic maintenance of switch and demonstrates
general knowledge of ancillary MSC devices. Demonstrates command field
definitions, switch PM's, alarm interpretation, cell site control commands, cell
site firmware loading, switch hierarchy, record keeping for switch and standard
administration of peripheral devices (backups, etc.). 8. Ensures that every
wireless call made on the ALLTEL network is of the highest call quality
standards. Demonstrates knowledge of all call processing schemes. Including:
ANALOG/CDMA/TDMA/CDPD/Paging call flow. Utilizing all available test equipment
to capture performance data for further analysis. Evaluates BTS alarms and
reports. Basic understanding of System Performance statistics and Translations.
9. Understands and upholds all safety standards pertaining to network
operations. Provides guidance to co-workers and contractors accordingly. 10.
Understands, upholds and demonstrates the T.R.U.S.T. principles of our company.
(Teamwork, Respect, Understanding, Support and Tenacity) Decision Making This
position operates under routine supervision and is expected to be a source of
resolution of most technical problems. Troubleshoots system problems to
resolution with limited assistance. Responsible for prioritizing routine
activity, expedites priority requests, orders replacement parts and materials as
required. Interactions with Customers and Contacts Internal customers: Network
Operations Staff - Provide leadership and troubleshooting guidance to junior
network technicians. Local Sales Management - Provide technical knowledge for
solutions to subscriber problems. Network Engineering Staff - Provide input on
system changes, enhancements, support equipment installation. Local Account
Executives - Provide technical knowledge for aid of retaining or adding new
subscribers. Departments: Translations, Billing and Roaming. External customers:
Wireless customers - provide diagnosis of problems and customer education. Telco
engineering department - Assist with circuit installation and recovery of out of
service circuits, Network Equipment Vendor- Assist with troubleshooting
escalated network difficulties as directed.. Team/Committee Responsibility
Network Technician II is an active member of the network operations disaster
preparedness team and provides assistance to lesser-experienced network
technicians during outage recovery procedures as directed by the network manager
or senior technical staff. Education and Experience: Associate Degree in
Electronics and 2-3 years electronics experience with 2+ years directly related
to the job. College hours or a college degree may be substituted for some
experience as deemed appropriate.
