Essential Functions & Responsibilities

Assist in evaluating user departmental devices/system requests relating to the network to determine appropriate hardware and software specifications. Accountable for utilizing the System Plan to ensure an appropriate and acceptable level of service to the user. Participate in establishing and preparing departmental goals, standards, procedures, and instructions which contribute to the effectiveness of the department in accordance with organizational goals. Assure compliance with federal, state and local laws or regulations.  Effectively prepares and complies with voluntary accreditation as accepted by the hospital. Understand global contract issues related to hardware and system software. Provide input into preparation of project plans monitoring own task schedule. Work collaboratively with other IT group member to ensure optimal application functionality. Participate in and coordinates status meeting and conference calls. Assist with training and development of staff. Provide night and weekend on-call coverage as scheduled.  May assume additional on-call responsibilities as directed by supervisor.  Responsible for rapid response during department operating hours to aid all clients. 
Provide status reports on a regular basis for assigned active projects. Responsible for system tuning and recommendations regarding hardware enhancements to maintain optimal system performance. Reviews system back-up methodology, ensures consistency across all platforms, and compliance with Information Technology standards. Responsible for installation of system and application software on supported platforms. Maintains extensive knowledge of various subsystems. Performs quality assurance and change control functions on applications moving to production. Maintains regular and consistent attendance at work. Adheres to all IHS Personnel policies and procedures, departmental policies and Safety guidelines. Behaves in a manner consistent with all Corporate Compliance policies and procedures.

Qualifications/Experience

Requires knowledge of healthcare industry systems. Previous extensive experience with Information Technology and project management. Requires a minimum of two to five years of directly related experience. Requires extensive knowledge of and extensive experience with: Network topologies, and system components, Network software, Network Management and monitoring systems, Network security systems, file organizations and capacity planning. Requires highly developed communications and negotiation skills to effectively work with all levels of management throughout the Iowa Health System, its subsidiaries and affiliates. Possesses excellent writing and verbal communications. Demonstrates an ability to coordinate and manage large, complex projects and be able to negotiate and build consensus among groups or individuals with diverse interests and function effectively as a team leader in a team environment. Knowledge of regulatory and accreditation requirements is mandatory. Ability to understand and deal effectively with problems and opportunities, which arise, in a complex multiprocessing environment is crucial. Understands computer system functionality, limitations, and architecture of
supported applications. Ability to work as a team member, creating and maintaining effective working relationships. Ability to understand and apply guidelines, policies and procedures

Education

Bachelor’s degree in Computer Science.  Equivalent on-the-job training will be accepted only if previous experience applies to specific supported systems and products.
