Under the general direction of the Chief Financial Officer, we are seeking a strong people manager to oversee the staff responsible for the treasury function, operating and capital budgeting, regulatory rate filings, financial security, benchmarking, insurance/risk management, financial planning and forecasting. Ensures functions are aligned with business goals and the Company’s philosophy and strategic plan.
ESSENTIAL JOB FUNCTIONS:
• Develops and manages the employee work assignments, provides broad direction and guidance, identifies training needs, coaches and gives feedback on employee performance, makes recommendations with respect to the hiring, firing, advancement, promotion or any other change in the status of direct reports, and performs related activities as appropriate.
• Leads treasury activities including the debt funding requirements, the design and issuance of debt instruments with support from financial advisors and bond counsel, oversees ongoing compliance activities including, in conjunction with the Controller, maintenance of the Corporation’s 501(c)(3) tax-exempt status, administers fixed income investment portfolio and medium to long-term cash management, and oversees banking and other creditor related activities.
• Designs and oversees credit standards for Market participants. Leads the design, development and maintenance of credit management systems to uphold credit standards specified in the ISO Tariff.
• Leads the Finance Team’s participation in the design of new ISO market products and develops recommendations for related credit and payment policies to minimize risk to market participants. Monitors effectiveness of credit management tools related to complex energy market products such as Congestion Revenue Rights and convergence bidding.
• Oversees coordination of operating and capital budgets, makes presentations to Board and stakeholders.
• Compares company costs and rates to peers, and develops recommendations for improvements on costs. Supports the integration of five-year financial forecasting into the strategic planning process.
• Oversees the development and application of criteria for ranking capital projects in the capital budgeting process, and, in conjunction with the Controller, the development of financial reports related to capital spending.
• Leads the design of appropriate rate structures for recovery of ISO costs through effective stakeholder processes. Prepares rate filings for recovery of ISO costs with regulatory agencies, and acts as primary contact for related litigation process. Drafts pleadings and assists in creation of other regulatory rate filings as appropriate.
• In conjunction with the Information Technology group, implements appropriate systems and management tools to perform treasury functions.
• Oversees insurance activities; develops effective risk management strategies; and collaborates with insurance brokers to ensure that corporation is effectively and adequately protected.
• Monitors the development of best practices in financial planning and treasury operations, and adapt for implementation by the ISO as appropriate.
• Leads / participates in special projects, and collaborates with ISO colleagues to identify and resolve issues to help create a flexible and efficient organization.
