Summary:  To meet business and technology needs for the corporation related to the delivery of data services, including database administration, data quality practices, enterprise reporting, and application architecture. To collaborate with business and technical areas to deliver systems and services that meet or exceed the goals of the business. To identify, initiate action, and implement division process improvements.

 Database Environment: IDMS, SQL Server, DB2, Informix, Oracle (any combination)

Enterprise Reporting Tools: Focus, WebFocus, Crystal Reports, SQL Reporting Services

Reports to: Director

 ESSENTIAL FUNCTIONS:

Manage and coordinate the development and implementation of standards, procedures, and guidelines required to establish and maintain data services for the organization. Stay abreast of emerging trends and assess ongoing corporate needs. Facilitate the development and implementation of best practices for database design, performance monitoring, security risk mitigation, capacity planning, backup and recovery, and project/design review procedures. Establish best practices for data access, data management, data quality, and integration including currency policies, internal Information Systems Division education, and proactive methods to leverage throughout the corporation. Select, establish standards, and promote appropriate use of database(s), data quality practices, enterprise reporting tools, and application architecture outcomes. Develop partnerships with the Security section to ensure data remains secure and confidential, and with Mainframe Technical Services to ensure backups and retentions are consistent with corporate goals. Manage resources to ensure that assignments are in line with business strategies and corporate priorities. Help define, estimate, and prioritize projects and maintenance activities. Establish effective working relationships with business partners, other technology teams, contractors/consultants and vendors. Develop a working knowledge of our business in order to effectively develop strategies and propose solutions for data management, enterprise reporting and application architecture. Work with the disaster recovery coordinator to ensure that database contingency plans are in place and tested. Manage and direct the preparation of disaster prevention plans and recovery procedures as they relate to data administration. Manage and lead the testing and execution of disaster recovery plans as necessary. Demonstrate effective business and technical communication skills. Maintain open lines of communication with management on all data and/or enterprise reporting issues. Write up proposals and present to senior management. Participate in the development of resource plans. Provide regular updates to such plans as needed. Establish and monitor project resources according to established priorities and service standards. Select, train, evaluate, counsel, discipline and terminate employees in accordance with corporate guidelines. Maintain staffing levels necessary to accomplish assigned objectives within budget constraints. Meet regularly with key operations staff to define departmental priorities, plan for any special needs and to discuss department, division and corporate goals. Continually analyze, research, and remain knowledgeable of industry trends and developments Monitor and study new developments in data and information management, application integration and enterprise reporting. Attend training sessions applicable to personal development goals. Participate in the development of annual budgets to establish and maintain the software, skills, and personnel required to support data and enterprise reporting services throughout the company. Operate within acquisition standards and expenditure policies. Monitor and report expenses compared to budget. Complete assignments and conduct all business with adherence to corporate guidelines. Participate in the development of architecture, departmental and division planning, and other strategic documents.

 EMPLOYMENT QUALIFICATIONS:

Education: Bachelor's degree in computer science preferred. Experience: Progressive successful management experience and demonstrated ability to deliver IT services. Knowledge of databases (any combination as shown above), enterprise reporting tools (Crystal Reports, SQL Reporting Services etc.)   Hands-on experience establishing standards and best practices for data management. Other Requirements: Management experience in a medium-to-large multi-platform environment Record of project and staff development successes.
