Teledyne Microelectronic Technologies is seeking a Manager, Contracts 2 (Customer). This position will be responsible for Teledyne customer contracting relationships, expectations, commitments, and solutions. This includes organizing, negotiating, accepting, administering, and managing commercial, international, and government contracts and subcontracts. The Manager, Customer Contracts works with Teledyne Business Development, Sales & Marketing, Program Management, Finance, and Quality Assurance; customers; major suppliers; and government agencies.
The job involves creating and maintaining successful long-term business relationships with customers, opportunity and expectations analysis, risk analysis and management; contract commitments, conditions, liabilities, indemnities, and terms; price – cost - risk evaluations, and writing related correspondence and documents.
Acts as the Business Unit Empowered Official and is responsible for the administration and management of the Teledyne Microelectronic Technologies Export compliance program in accordance with Teledyne Corporate and internal policies and practices; the DoC Export Administration Regulations (EAR); DoS International Traffic in Arms Regulations (ITAR) DoC BIS Customs Regulations. The position uses independent judgment, applies strong and positive leadership and interpersonal skills.
Reports to the Senior Director, Contracts, Electronics & Communications Segment, to Teledyne Corporate Contracts (solid line), and to the General Manager of the Strategic Business Unit (dotted line), to support the Teledyne Microelectronics, Teledyne Lighting and Displays, and Teledyne Relays business Units.
Responsibilities:
Position has the customer contracts management responsibility for the following Teledyne business units: Microelectronics, Lighting and Displays, and Relays, with total annual sales of approximately $100 million, located in Los Angeles (Marina del Rey) and Hawthorne, CA.
Work includes responsibility for understanding customer expectations, requirements, preferences, and risk allocation economics. This comprises drafting and negotiating customer contracts, major subcontracts, e-commerce, technology licenses, software licenses, nondisclosure agreements, and alliance agreements. Contract types are about 85% firm, fixed price and 15% time and material, letter contracts, and cost reimbursement. Performs contract reviews, analyzes, and prepares for approval all contractual documents to protect the company’s contractual interests. This entails satisfying customer specifications and requirements, complying with Government contracting and export regulations, adhering to company policy, evaluating and managing risk and financial terms, and managing the administration of contracts for company product lines and company programs.
Advises management on customer contractual relationships; contractual rights, risks, and obligations; provides direction for interpretation and application of conditions, remedies, indemnities, liabilities, and terms; solves problems on proposals, negotiations, and contracts. Drafts related documents.
Participates with Marketing, Program Management, Pricing, Finance, Quality, and related business functions to establish business unit customer contracting objectives and plans. Makes decisions on administrative and operational matters on contracts and effectively achieves objectives. Regularly interacts with other managers, customers, government agencies, and company lawyers. Interactions involve customer negotiations, controversial situations, and influencing and persuading other Teledyne and customer and supplier representatives.
Export Responsibilities:
Maintain and ensure compliance with required Import/Export records as required by Corporate Policy, U.S. Customs Regulations, DoC Export Administration Regulations and DoS International Traffic in Arms Regulations.Maintain associated data logs and department metrics. Perform process audits to ensure compliance to all import/export related internal procedures and applicable laws and regulations.Acts as the primary point of contact for request to draft and submit licenses, agreements, product classification requests and general correspondence, allowing adequate time for review. Provides guidance on the use of exceptions and exemptions.Provide internal export trainingPrimary point of contact for the coordination, distribution of, and compliance with approved licenses, applications, agreements, general correspondence, commodity classifications and terms and conditions review with program management, Engineering and Business Development teams. Coordinate import/export requirements with Shipping personnel and other departments as required.As the Empowered Official assist in the development and implementation of:1. Product Classification Data (with Engineering support)
2. DoC ECCN and DoS USML Classification
3. Harmonized Tariff/Schedule B Classification
4. Division compliance initiatives consistent with corporate and regulatory requirements and related training initiatives.
5. Facilitate Visitor Controls and Security and Reception to ensure visitors are screened and licenses appropriately based on the purpose of their visit.
6. Performs job duties in accordance with approved procedures established in support of the Business Unit and Corporate Policies and Practices.
Requirements:
Required experience is 3+ years in business customer relationships. Must have an aptitude to work with domestic and international commercial contracts, e-commerce, federal government prime and subcontracts, and applied knowledge of related laws, codes, regulations, and practices. Bachelor’s Degree (MBA or JD, or both, desirable).
The Manager understands customer relationships, reads, interprets, writes, and negotiates complex contractual documents, and meets time deadlines. Is a self-starter who develops and maintains excellent customer relations, contributes at a management level, works with teams and independently, applies innovative business solutions, exhibits refined listening, speaking, and writing skills, and leads the Customer Contracts sector of multi-disciplinary teams. The Contracts Manager adds high value to attaining Strategic Business Unit and Teledyne Corporate objectives.
The Manager must have high business and personal ethical practices and will implement Teledyne business and ethics policies and practices. US Citizen - Top Secret Security Clearance required.
Principal office is in Los Angeles (Marina del Rey), CA, with other operations in Hawthorne, CA. Some travel also required to domestic and international customers and suppliers, to Teledyne Headquarters, Thousand Oaks, CA, and to other locations.
