Description: The Government Revenue Lead Analyst provides oversight of processes and projects, including annual budget and forecasting and Government Payer payment system changes and updates and technical expertise and guidance to staff within the Department and throughout Partners Corporate Finance and the Entities in a strong, thorough and customer-service oriented manner.
1. Oversee and coordinate Government Revenue aspects of the annual budget and multi-year forecast, including
Review of current law, regulation and guidance pertaining to Medicare, MassHealth, Health Safety Net and other Government Payers;
Discussion with experts, both internally (e.g., PHS Government Relations, Entities) and externally (e.g., Provider Associations, External Lobbyists, Policy Makers, etc.);
Recommending budget and forecast assumptions to Director of Government Revenue / Senior Finance Leaders;
Summarize assumptions and provide instructions to entity net revenue and budget staff regarding the assimilation of assumptions into their budgets and forecasts;
Oversee the development, maintenance, documentation and dissemination of reimbursement models. Ensure that they are user-friendly and maintain strict version control.
2. Monitor, analyze / oversee the analysis of, and summarize the development of, or changes to, laws, regulation and guidance that affect revenue received from Government Payers, including:
Review proposed rules / regulations with pertinent staff, both internally and externally;
Analyze and oversee analysis of impact on revenue as well as increases in administrative burden;
Summarize issues and draft comments;
Provide guidance and education to staff within the Department, Net Revenue and Budget Staff and Entity staff.
Educate and train analysts within the department regarding government payer payment methodologies and the analysis of their impact on Partners.
3. Lead government revenue related projects to execute high quality deliverables, including:
1. Scope, design and implement work plans;
2. Supervise, train and mentor project staff to encourage dissemination of public payer payment policy knowledge.
4. Supervise and mentor analysts and oversee project workflow within Government Payment Policy unit.
5. Serve as lead government payer payment system expert, including representing Partners Government Revenue Department on internal and external work groups / other venues.
6. Provide ongoing communication to Government Revenue Director and Managers regarding issues or concerns relative to the accomplishment of the Departments goals.
7. Develop strong working relationships with managers and lead / senior analytic staff within Corporate Finance, at the System level (particularly Government Relations, Community Benefits and Clinical Affairs / Quality) and throughout the Entities.
8. Oversee / provide guidance and analytic support to Department staff, Partners Corporate, Entity staff and external CFO as requested.
9. Promote a commitment to continuous personal and professional development and quality improvement. Instill an awareness of customer service throughout the team. Qualifications: Masters Degree with Health Policy focus or concentration, such as Health Policy / Management, MBA, Public Health.
Five plus years of progressive health policy and government reimbursement experience in an academic medical center, "big five" accounting firm or government agency with extensive health oversight.
In-depth knowledge of governmental payor payment methodologies.
Strong quantitative, analytical, and statistical skills, as well as the ability to effectively interpret, summarize and communicate the results of complex data analysis.
