Job Description: Position Title: Facility Engineer Location: The position will be located at Arlington, Oregon. The Facility Engineer will provide engineering and environmental support to Columbia Ridge Landfill and to Chemical Waste Management of the Northwest. Position Description: The Facility Engineer is responsible for providing engineering and environmental protection leadership and support at assigned solid waste landfills and other facilities. This position reports to the District Managers of assigned facilities, and to the Market Area Post-Collection Engineering Manager. The Facility Engineer will operate as a key team member of site management for the assigned districts. The position will be tasked with the following key responsibilities. Facility Engineer Key Responsibilities 1. Environmental Protection · Supports continued environmental compliance of the assigned solid waste landfills with all local, state and federal laws in effect. This will include working with the District Managers at each landfill to assure maintenance of all records regarding compliance. · Assists the District Managers of each landfill to resolve environmental issues in a timely and compliant manner. · Facilitates accurate and timely submission of all environmental reports records with the District Manager for submittal to respective governing authorities. · Uses environmental protection management systems, such as CYCLE and ESA, provided by Waste Management, Inc., to monitor facility environmental protection. · Prepares and/or manages preparation of environmental management plans required for facility operation. · Assures effective management of consultants which monitor environmental systems at the facility, perimeter gas probes, stormwater, groundwater, etc. · Assures effective management of consultants which operate, maintain, repair and calibrate the gas collection and control system. · Assures all permits, plans or other environmental regulatory records are properly maintained and kept up to date. This includes preparation of permit applications and modifications, as well as securing final approvals. 2. Facility Engineering · Reviews air space utilization and schedules surveys to guide site operations in efficient use of permitted airspace. Works integrally with operations to assure execution is consistent with design and plan criteria. · Analyzes remaining landfill airspace and prepares recommendations for expansions and timely construction of required air space. · Uses data associated with the daily landfill operations to facilitate preparation of reports required pursuant to operating permit conditions. · Working with the Engineering Manager, manages the preparation of required landfill construction design drawings and related technical specifications for bid preparation of site improvements, e.g., cell construction, final cover, entrance facilities, fill sequence, etc. · Prepares RFPs and otherwise executes procurement processes for all engineering design, construction, materials acquisition, and other capital facilities development projects to assure effective capital utilization. · Supervises and/or supports supervision of contractors and engineering consultants used for site improvements and performs evaluations of their services. · Responsible for review and adherence to established and applicable financial site operating budgets. · Other tasks as assigned by Market Area General Manager, District Managers, EP or Engineering Manager as deemed necessary for the success of the facilities. EP/Engineer Qualifications: 1. Educational Qualifications: Bachelor of Science Degree in Civil/Environmental Engineering or Environmental Science required. Professional Engineer registration desired. 2. Work Experience: Minimum of five years experience required in construction project management, regulatory compliance, and/or technical management of solid waste landfill facilities and operations. Related waste experience in non-hazardous/hazardous waste management will be considered. Ability to read construction plans desired. Advanced computer experience and skills required. Summary: The primary focus and responsibility of this position is to provide engineering and environmental support to Arlington, Oregon, facilities.
