The primary function of this position is to support the newly formed knowledge management team at the Defense Language Institute, Foreign Language Center in carrying out their responsibilities. Responsibilities include assisting to develop a knowledge management strategy, identifying and developing various techniques to facilitate knowledge transfer, identifying knowledge bases to build, finding sources of expertise, acquiring necessary knowledge, and implementing/maintaining the knowledge throughout DLIFLC. Other activities would include: Application of formal information engineering techniques for the planning, analysis, design and construction of information systems on an enterprise wide basis or across a major sector of the enterprise. Formulating and designing information systems using scientific analysis and tools to evaluate alternatives for applications software design, database structure, data management, database administration and satisfaction of functional requirements. Integrating components of an information system; hardware, software, data, and people to efficiently and effectively meet user requirements for information systems. Analyzing user requirements to determine feasible solutions, performs cost-benefit analysis, and prepares and presents recommendations to customers and decision makers. Master’s degree preferred.
