Acting as agency manager, oversees operational activities of Investment Compliance Program: Formulates & directs implementation of Investment Compliance program policy (e.g. financial audit policy, contract audit policy); Ensures policy permits BWC investment assets to be adequately monitored & safeguarded (e.g. researches SEC rules & regulations, Ohio Revised Code [ORC] & Federal law); Ensures agency maintains reliable & accurate accounting & reporting systems for investments through regular review and critique of those systems; Functions as lead project advisor for compliance reviews (e.g. plans & monitors investment compliance strategies, scope, parameters & assignments, evaluates reports, makes recommendations for & develops sound internal control policy, directs assessment of controls for all investment infrastructure development [e.g. data repository], develops internal compliance review checklists for completion of team assignments &/or critical review areas, provides management with action plans to develop staff proficiencies, trains staff, coordinates compliance reviews); Makes recommendations to improve data links & reporting for management & external entities (e.g. Inspector General, Attorney General [AG], Governor’s Office, WC Board of Directors); Identifies scope & work-paper format presentations for use by team members; Ensures staff adherence to operating policies in order to create & maintain an effective, efficient & accurate Investments Compliance Program; Implements organization & management improvements affecting Investment Compliance Program. Acts as technical resource on financial & investment compliance issues: Develops & implements usage of evaluation tools & methodologies (e.g. via research & analysis of best practices of successful organizations [e.g. other state governments, large private-sector corporations]); Maintains accountability for oversight of complex investment compliance reviews (e.g. financial &/or contract compliance) within private equity & real estate classes & strategically assesses Investment Department infrastructure changes & accompanying controls; Prepares work papers for use by team members, demonstrating key control techniques are tested in order to identify significant control weaknesses in need of prompt corrective action; Reviews team’s work papers & ensures compliance review findings are properly supported & consistent with BWC guidelines, GAAP & laws (e.g. State, Federal); Makes compliance recommendations based on compliance review findings to management to address critical control issues & presents results of external examinations (e.g. reviews documentation, provides feedback, attends meetings) performed by independent contractors (e.g. Certified Public Accountants [CPAs]); Furnishes management with data & recommendations relevant to financial & investment compliance for use in overall development of annual compliance review plans; Apprises management of up-to-date information regarding reliability of financial reporting & contract compliance for investment asset class consultants; Functions as subject-matter expert & technical resource regarding Investment Department operations, rules, laws & guidelines (e.g. to staff members, BWC staff in other departments & divisions, government officials from other State agencies).

Completion of undergraduate major core program in business or public administration; AND 2 yrs. exp. in management analysis.
