At approximately $35 billion in revenues, Kaiser Foundation Health Plan and Hospitals (KFHP/H) is Americas largest not-for-profit health maintenance organization. Kaiser Permanente operates in 8 regions covering Northern California, Southern California, Colorado, Georgia, Hawaii, Ohio, Northwest (Oregon and Washington), and Mid-Atlantic States (Maryland, Virginia, and the District of Columbia). Care to Kaiser Permanente health plan members is provided primarily through Kaiser owned and operated hospitals (37), medical clinics, and over 12,800 physicians who are partners or employees of the Permanente Medical Groups. A significant volume of services in several regions is also provided through contracted networks of community hospitals, physicians, and other providers. Kaiser Permanentes eight Regions are comprised of separate, but closely cooperating organizations. These organizations are: Kaiser Foundation Health Plans (KFHP): A non-profit, public-benefit corporation that contracts with individuals and groups to provide HMO and other health benefit plans. KFHP contracts with Kaiser Foundation Hospitals and medical groups to provide services. Kaiser Foundation Hospitals (KFH): A non-profit, public-benefit corporation that owns and operates hospitals in California, Oregon, and Hawaii; owns outpatient facilities in all states where they do business; provides or arranges hospital services; and sponsors charitable, educational, and research activities. Permanente Medical Groups (PMG): Partnerships or professional corporations of physicians one in each Kaiser Permanente Region. The full responsibility for providing and arranging necessary medical care is assumed in each Region by the Permanente Medical Groups. Kaiser Permanente has a long-standing and strong commitment to its employees and to organized labor. The Labor Management Partnership (LMP) involves KPs collaboration with over 30 local and eight international unions representing approximately 85,000 KP employees. The LMP is the largest labor management partnership in the U.S. and involves commitments to the collective pursuit of employment security, quality care and service, and organizational performance. POSITION SUMMARY This position is responsible for Regional Architecture oversight, coordination and development. The Executive Director of Regional Architecture works across all IT portfolios (Care Delivery, Health Plan, Business Infrastructure, and IT Infrastructure), the VP of Information Management, Chief Technology Officer, all regions, and all national functions. At each point of intersection various architecture related artifacts are planned, designed, and created. This Position will perform architecture assessments and analysis; cost/benefit assessments; resource planning and assessment pertaining to Regional architecture; manage architecture waiver assessments; conduct budget and cost estimation validation for BIO and KP-IT SLT architectures; and determine appropriate vendor/partner relations pertaining to architecture. PRINCIPLE RESPONSIBILITIES Partner with Regional BIO in the setting and execution of Regional Strategic imperatives Provide overall architecture guidance, governance and recommendations in support of national and regional programs Assist VP of Regional Architecture and Chief Architect in establishing Enterprise Architecture strategy, goals and objectives Partner with peers within Enterprise Architecture to evangelize architecture principles, standards, methods and strategic direction Serve on national and inter-regional fact finding, architecture assessments/reviews, and governance projects Provide overall architecture analysis, design, artifacts, technical requirements validation and Logical and Physical architectures for the Region Develop Regional architecture frameworks and blueprints including AS-IS architecture reconciliation, TO-BE architecture reconciliation and the Roadmap to get from AS-IS to TO-BE Drive the transitional architecture for EPIC and Pharmacy Create architectural alignment for PST/PCIS, OSS and SOA Participate in vendor architecture related assessments and reviews EDUCATION/EXPERIENCE 15+ years Information Technology experience 10+ years experience in a least two or more architecture domains (applications architecture, information architecture, security architecture, technical infrastructure architecture, etc.) 5+ years managing IT resources and architects 5+ years project management experience with a demonstrated track record of significant planning, coordination and project management skills, including resource supply and demand planning. Firsthand experience with all phases of the architecture project delivery lifecycle with a documented history of on time, on-budget delivery Experience with Open Source Software, Distributed architectures and data/information modeling, ontologies and transformation techniques Proven familiarity with common IT industry architectural frameworks such as Zachman Experience leading geographically dispersed teams Extensive experience in client relationship management Broad-based knowledge of information technology coupled with deep information management, Business Intelligence, and data related technologies Strong customer focus with a demonstrated ability to work seamlessly with business sponsors and technologists Proven track record of implementing and actively managing fundamental architectural frameworks, methodologies, and architectures Bachelors degree or equivalent work experience. MS in Computer Science, IS or other systems related degree is preferred Experience in health care, specifically population care, electronic medical records, claims or pharmacy environments is highly desired Travel up to 10-20% expected REQUIRED COMPETENCIES Strategic/Systems Thinking: Understands the connections and relationships across functions and entities for both internal and external constituencies; thinks appropriately into the future.
