Job Purpose:  Leads affiliate pre-employment/recruiting, employment and employee relations activities, programs and practices.

PRIMARY DUTIES AND RESPONSIBILITIES:

Recruiting/Pre-employment

Receives position openings from managers and determines required training and qualifications.Conducts searches for skilled applicants through reviewing Internet sites, job service postings, and referral network information.  Advertises positions as necessary.Sends applications, pre-employment documents, verification forms, and all related paperwork to complete applicant files.Maintains applicant flow log.Prescreens job applicants through phone interviews and analysis of written application materials. Tracks and records changes in applicants’ employment status and availability.Submits a list of qualified job applicants to managers for second interviews.Provides follow-up support in the completion of the hiring process.Completes all recruiting activities in compliance with established policies, procedures, and legal regulations.Sends out all required paperwork for new employees once the hiring decision has been finalized.  Tracks records and files to ensure that all necessary paperwork is returned and completed correctly.Sends out regret letters as needed.

Employment and Employee Relations

Conducts new employee orientations, and ensures personnel are well informed of human resource policies and programs.Manages the termination processes.Performs duties in accordance with the Overdraft Policy.Coordinates the updating of job descriptions.  Receives and reviews job descriptions from department managers.  Ensures information is complete and current.Conducts benefit orientations for newly eligible employees.  Ensures employment and enrollment forms including W-4s, insurance, retirement, and benefits documents are current and complete.Counsels managers on supervisory concerns including corrective actions and performance appraisals.Responsible for coordination HR training for supervisors.Performs other duties as assigned.

KNOWLEDGE AND SKILLS:

 

Knowledge of principles and practices of human resources administration is preferred. Uses discretion and maintains confidentiality. Exercises good judgement. Effective oral and written communication skills, excellent interpersonal skills, highly organized, motivated, strong computer skills, willingness to learn and initiate/implement change.
