Wisconsin Film & Bag, a custom manufacturer of mono-layer polyethylene bags and film for the flexible packaging industry, is seeking an experienced HR Manager to lead a two person HR organization for an employee base of approximately 120 team members.

Functional areas of responsibility include:

Function: Recruitment

Coordinate the hiring process of all exempt and non-exempt employees. Coordinate advertising strategy for recruiting including but not limited to newspaper and radio ads. Plan, conduct and direct staffing functions which include: develop sources of qualified applicants, conduct screening interviews, check references, evaluate applicant qualifications, coordinate drug testing and determine best qualified candidates to refer to hiring manager for open positions. Function: Benefits Assist in the management of the annual benefit plan renewal process. Develop long-range benefit objectives. Administer various employee benefit programs such as group medical, dental, accident and disability, life, supplemental vision and life insurance, flex spending, etc. Arrange and conduct employee benefit information presentations. Design and distribute materials for benefit presentations/orientations and summary plan descriptions. Verifies/approves monthly premiums statements for all group insurance policies. Collect claims experience data from TPA; structure wellness events/initiatives around areas of highest dollar claims experience. Develop, plan and present 401k orientations. Annually compile 401k and Section 125 census data to send to respective administrator to complete discrimination testing process. Function: Compensation Participate in and obtain market salary data to assure exempt and non-exempt salaries are competitive with area businesses. Administer compensation program; monitor performance evaluation program and revise as necessary. Participate in developing/creating job descriptions.Function: Training Schedule and/or conduct various training sessions throughout the year for both exempt and non-exempt employees. Conduct needs assessment and develop training curriculum on various HR topics.

Function: Safety

Oversee HR Assistant in assuring compliance with OSHA regulations (i.e. OSHA 300 Log, report accidents timely, documentation, recordkeeping, etc.). Understand and communicate which OSHA standards are applicable to WFB. Ensure compliance with all applicable OSHA requirements. Facilitate and act as the lead for the monthly Management Safety Team meetings. Conduct annual audits and update the following policies and procedures as required by OSHA:

Blood borne Pathogens

Emergency Response

Ensure employee recognition for working safely. Work with outside sources in order to fulfill various safety needs. Create and implement safety training orientation for new employees. Monitor workman’s compensation and return-to-work program. Meet monthly with workman’s compensation carrier to assure plant is running safely and W.C. program is compliant. Coordinate Risk Management program.

Function: Miscellaneous

Propose, publish, and administer personnel policies. Assure compliance with applicable government regulations as they relate to Human Resources (e.g. FMLA, HIPAA, ADA, etc.) Prepare and maintain employee handbook. Approves terminations, and exercises care that reasons are well documented and are not arbitrary or discriminatory. Coordinate/conduct exit interviews; analyze data and make recommendations to the management team for corrective action and continuous improvement. Assure timeliness and accuracy of required filings (e.g. EEO-1 report, 5500, etc.). Work directly with employees and Managers to settle work-related conflicts through advice and recommendation. Represent the company in unemployment claim appeals. Coordinate/oversee employee recognition programs. Work with accounting staff to determine/implement and ultimately manage the HR budget. Plan, schedule and direct responsibilities of the HR Assistant.

Qualified candidates will have:

Bachelor’s degree and 5-7 years of Human Resource experience or 8-10 years of experience in the HR field, preferably in the manufacturing industry Specialized knowledge: HRIS system (preferable ADP), Etime and Report Smith Experience managing direct reports Ability to handle diverse situations with team members, managers and customers with dignity and professionalism Willingness to make decisions, exhibit sound and accurate judgment and make timely decisions PHR certification preferred
