Reporting to the CEO and managing a staff, you will plan and administer policies relating to all phases of human resources activity; provides assistance in identifying, evaluating, and resolving human relations and work performance problems within organization to facilitate communication and improve employee human relations skills by performing the following duties personally or through staff members. SUMMARY

Plans and administers policies relating to all phases of human resources activity; provides assistance in identifying, evaluating, and resolving human relations and work performance problems within organization to facilitate communication and improve employee human relations skills by performing the following duties personally or through staff members.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

 

Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.

 

Recruits, interviews, and selects potential employees to fill vacant positions within human resources; performs probationary and annual performance appraisals; encourages growth and professional development of staff.

 

Oversees facility-wide recruitment and hiring process which may include preparation of advertisements and job descriptions, selection of candidates, review of references and credentials, preparation for and participation in interview and selection process.

 

Organizes, manages, plans and conducts new employee orientation to foster positive employee attitude and meet requirements of safety, infection control, confidentiality/security, human resources/payroll, etc. prior to employee beginning departmental assignment.  Continually reviews orientation process for improvement purposes.

 

Oversees the analysis, maintenance, and communicaiton of records required by law, governing bodies or other departments in the organization.

 

Maintains records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.

 

Develops and maintains human resources system for maintenance of all employee, education and certification records.

 

Develops system and oversees maintenance of job descriptions for positions hospital-wide.

 

Supervises regular and special payroll operations and maintenance of all payroll and personnel records.  Ensures accurate preparation of payroll reports as required by federal, state, and local agencies.

 

Evaluates human relations and work-related problems and meets with supervisors and managers to determine effective remediation techniques, such as job skill training or personal intervention, to resolve human relations issues among personnel.

 

Develops, organizes and/or conducts training to instruct organization managers, supervisors, and staff in human relations skills such as supervisory skills, conflict resolution, interpersonal communication, and effective group interaction skills.

 

Moderates employee conflict resolution.

 

Coordinates management training and support in interviewing, hiring, counseling and correction action, terminations, promotions, performance review, and sexual harassment.

 

Consults legal counsel to ensure that policies/decisions comply with federal and state law and/or labor agreements.

 

Advises management in appropriate resolution of employee relations issues.

 

Writes directives advising department managers of policy regarding contract issues, compensation, and employee benefits.

 

Responds to inquiries regarding policies, procedures, and programs; maintains open lines of  communications to employees through regular publications.

 

Conducts or participates in wage surveys within labor market to determine competitive wage

rate.  Analyzes wage and salary reports and data to determine competitive compensation plan.

 

Administers salary administration program to ensure compliance and equity within organization.

 

Actively participates in labor contract negotiations; projects settlement scenarios relating to cost and staffing effectiveness; advises management as to affect of contract language proposals.

 

Administers performance review program to ensure effectiveness, compliance, and equity within organization.

 

Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, employee assistance, and voluntary benefits.  Ensures appropriate application and notification of FMLA, parental leave, COBRA benefits, and other federal or state mandated programs, or facility offered benefits.

 

Investigates employee on-the-job injuries and accidents, maintains records, prepares reports relating to workers' compensatoin insurance, and provides follow-up throughout employee rehabilitation or transition period.  Works cooperatively with insuring agency or legal counsel relating to workers' compensation cases, as necessary.

 

Prepares and monitors budget of human resources operations.

 

Prepares reports and recommends procedures to reduce absenteeism and turnover.

 

Prepares other government required reports relating to wages, benefits, turnover, equal employment opportunity, etc.

 

Represents organization at personnel-related hearings and investigations.

 

Supports the policies and procedures of the hospital and standards of the Joint Commission as required for full accreditation.

SUPERVISORY RESPONSIBILITIES

Directly supervises human resources department staff.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

QUALIFICATIONS  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE

Associate's degree; or three to five years related experience and/or training; or equilavent combination of education and experience.  High level of computer and technology proficiency (spreadsheets, database, HRIS, word processing, etc.)

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from community members or employees/managers, regulatory agencies, or members of the business community.  Ability to relate and communicate one-on-one to concerned citizens or employees.  Ability to write and develop presentations or speeches and articles for publication.  Ability to effectively present information to top management, public or employee groups, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts.  Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to dicipher communications from distraught or disturbed individuals, and gain control of emotionally charged or potentially volatile situations.  Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

 

 

CERTIFICATES, LICENSES, REGISTRATIONS

Membership in state and national healthcare human resources association-recommended.
