GENERAL SUMMARY: 

Develop and implement health, safety, environmental (HSE) and related compliance programs as part of the AERC corporate Regulatory Affairs Department staff.  Assist Facility and Operations management personnel in maintaining facility compliance programs in all areas of HSE compliance including industrial hygiene, job safety/hazard review, fire protection/security, building and grounds, HVAC/electrical and risk management.  Manage specific environmental compliance and permitting functions for multiple operating locations throughout the continental United States.  Job responsibilities and performance to be coordinated through the Director of Regulatory Affairs & Compliance.

 

ESSENTIAL FUNCTIONS:

The following summarizes essential functions as grouped by primary compliance area or discipline.  Essential functions shall include, but are not limited to following:

1.    Develop and implement safety and industrial hygiene programs at multiple locations.

2.    Develop and implement appropriate programs to meet orientation and refresher training requirements in agreement with federal, i.e., OSHA, and state requirements.  Activities may include employee 24-hour HAZWOPER training and other required refresher trainings.

3.    Develop, implement & update as necessary Corporate Health & Safety Plan and Accident Prevention Programs.

4.    Participate and/or lead teams in process safety evaluation of AERC operations and facility processes.

5.    Provide consulting assistance regarding physical plant facilities building and grounds, fire protection and security to AERC locations.  As such, work with Operations/Facility Managers and maintenance staff to:

·         To maintain physical plant systems, including process ventilation, for compliance with OSHA, state agency and/or AERC standards.

·         Non-office area building improvements and maintenance for AERC locations to ensure safety and compliance with codes and ordinances.

6.    Assist HR to maintain medical monitoring program activities for personnel within a multiple AERC facilities as defined within the geographic area of responsibility.

7.    Investigate and/or solicit accident reports from individual facility locations.  Call in or assist in initiating workers’ compensation claims to carrier. Oversee return in conjunction with Manager, Human Resources.

8.    Administer technical aspects of the company’s worker’s compensation return-to work programs through coordination with Operations/Facility Managers and Manager, Human Resources.  As such, determine availability and suitability of personnel for light duty / restricted return to work after injuries or extended disability leaves.

9.    Maintain current facility PPC plans and contingency plans at assigned locations.

10. Review and follow-up on daily material/equipment inspection and air monitoring records for safety / environmental compliance at assigned facilities.

11. Assist with development of facility container storage configurations to meet the company’s needs and to be in compliance with federal, state and local requirements.

12. Provide guidance to facility management in understanding operating conditions associated with facility environmental permits, including, but not limited to: solid and/or hazardous waste recycling, air quality, industrial waste water discharge and/or pretreatment and storm water quality.

13. Provide input to the Regulatory Affairs team as part of on-going tracking of state-by-state universal waste and electronic waste recycling, i.e., e-waste, regulations.

14. Assist in management of permitting and reporting activities for waste management activities in selected states as assigned, including permits for transport in company owned/operated vehicles.

15. Provide assistance in other compliance programs, i.e., DOT, and industry/trade association objectives, i.e., NAID and BAN, to meet AERC/Com-Cycle business objectives.

 

BACKGROUND REQUIREMENTS

·         Bachelor of Science Degree or equivalent within the disciplines of Environmental Engineering, Safety Engineering, and Health & Safety Policy Management desired.  Comparable field work experience will be considered.

·         Compensation commensurate with experience and qualifications.

·         Minimum 5-7 years experience in health and safety program development and implementation.

·         Previous multi-facility HSE staff experience desired – with particular interest in the waste management and/or industrial power sectors.

·         Strong written and verbal communication skills required with experience in the development and implementation of HSE training programs.

·         Selected candidate to possess leadership qualities for the motivation of hourly personnel and facility management staff in the implementation of improvements in all areas of HSE compliance.
