The Health and Safety (H&S) Superintendent will play a key role in providing leadership, coaching, resources, boundary conditions and motivation to help the H&S team ensure systems that mitigate incidents are in place and monitored. The position will ensure compliance with the H&S regulatory requirements and BP group standards. The function ensures area-by-area consistency for the execution of the H&S systems and is responsible for providing cost effective compliance assurance and managing H&S for the Texas City Chemicals (TCC) site.
The H&S Superintendent will serve as the primary contact with BP Legal to ensure H&S regulatory programs are consistent with legal requirements. He/she is also the primary contact for regulatory agency management personnel for interface with the plant. In addition, the H&S Superintendent is the primary contact for external auditors for communicating H&S policies, goals and strategies.
Accountabilities Include:
Communicate H&S issues and provide options and strategies for meeting legal requirements and improving performance to plant operations, maintenance, technical and leadership teams. Ensure appropriate resources both internal and external are in place to manage H&S compliance programs. Define annual goals, budgets and strategies for the H&S team to further enhance H&S programs and communications. Manage medical, security, crisis management and emergency response services delivery via term sheet arrangements. Manage H&S policy development and maintenance. Manage HSSE metrics reporting, safety engineering services, contractor HSSE management services and industrial hygiene/CHESS services. Support the implementation of the H&S elements of BP group standards. Provide leadership to the H&S team on compliance programs, ensure level of risk is properly assessed and plans developed to reduce risk. Assist HSSE staff in communicating and resolving H&S issues with operations, maintenance and technical groups. Communicate major H&S issues and strategies to the TCC Leadership team and gain consensus in moving resolution forward. Take the lead with BP Legal on any H&S legal issues such as lawsuits, settlements, variances, abatement orders and compliance schedules to ensure that appropriate legal processes are in place for compliance. Interact with agencies during inspections if issues arise that need to be addressed or communicated. Meet with external auditors as scheduled to communicate H&S policies, programs and strategies.Required Qualifications:
