Job Description

 

Job Title:  Government Proposal Manager

Reports To:  Manager, Government Contracts

Group/Division:  EID/RM&SI

Career Band IV

Location:  Metro DC Area

Position Summary:

 

This position will oversee the Proposal Development and Production process within Thermo Fisher Scientifics’ RM&SI Business Development team. This individual will manage all resources essential to the proposal process and the execution and delivery of a proposal. This position will have resources including finance, systems development, and other necessary resources as needed. Government proposal writing is a crucial factor, with knowledge of FAR, CAS and government procurement rules and regulations. In addition various government procurement features and options knowledge such as IDIQ, T&M, CPAF, FFP, Blanket purchasing, GSA and Federal Supply Schedule development are important extra skill sets that would be desired forward looking into the future.  Approximately 30% travel required.

 

·        Lead project management to complete government requested tasks on / ahead of schedule.

·        Provide support and insight into the strategic advancement of the company to the management team.

·        Execute on key delivery dates.

·        Manage process and resources to achieve customer proposal requirements.

·        Develop and manage proposal plan and strategies;

·        Identify and respond to DHS and DOE strategic requests for information, quotes and proposals in a timely manner

·        Attend Pre-Bid Conferences and Industry Day’s when applicable.

·        Monitor Federal Bid Notifications – FedBizOpps, INPUT, etc.

·        Develop compliance matrix; work within the authority matrix

·        Provide daily direction to the proposal team, volume leaders and support personnel;

·        Provide oversight on the management, cost, technical and executive summary volumes as required;

·        Write and technically edit as required,

·        Conduct proposal review meetings and assume responsibility for integrating all proposal activities.

 

Job Requirements:

·        Management level experience in the area of proposal management (minimum 3 years).

·        Prior experience working with the Department of Homeland Security on medium to large programs from various government agencies.

·        Ability to work within a team environment for collaborative idea exchange with Subject Matter Experts

·        Excellent verbal and written communication skills; excellent interpersonal/teaming skills.

·        Proven management, leadership and customer relations skills.

·        Experience and knowledge of military and government procurement process.

·        Ability to interact with personnel from all areas of the company.

·        Ability to work independently with initiative, creativity and innovation.

·        Experience using various pricing and costing methodologies.

·        Establish a “lessons learned” library based on responses to quotes and proposals.

·        Cost Overhead and indirect pricing Pool Development

 

 

Experience Qualifications:

            Candidates MUST have the following qualifications:

·        B.S. degree required, MS degree preferred in Engineering, IT or Procurement preferred

·        Minimum of seven years proposal development/business development/marketing experience in a government services environment, preferably O&M or Logistics, or equivalent combination of education and experience.

·        Strong team building skills and the proven ability to champion diversity as a key enabler of team success.

·        Ability to develop high levels of credibility and forge solid, positive and effective professional relationships internally and externally to satisfy the needs of the customer.

·        High energy level, self motivated, ability to multi-task many high level accounts, objectives and activities simultaneously.

·        Bias for effective action.

·        Effective oral and written communication skills.
