FULL-TIME DIRECTOR, ACCOUNTING & FINANCE: Division of Administration & Finance (Non-Unit Professional Position)
ABOUT THE COLLEGE:
Northern Essex Community College serves more than 8,000 students each year at campuses in Haverhill, Lawrence and North Andover. The annual budget of the college is approximately $53 million, with revenues coming from the Commonwealth of Massachusetts, student tuition and fees, and federal, state and private grants.

POSITION OVERVIEW:
The Director, Accounting & Finance reports to the Vice President, Administration and Finance and serves as the senior accounting and financial officer. The Director provides management oversight and leadership in these areas: cash management, contract administration, grants accounting, financial reporting, budget development and tracking, inventory, accounts payable, purchasing, and auxiliary services accounts receivable.
The Director is responsible for ensuring compliance with applicable State laws, general accounting principles and college policies in accounting, budgeting and the procurement of goods and services.
RESPONSIBILITIES:
Essential Job Functions:
1. Ensures the accurate and timely processing of all accounting and financial transactions.
2. Ensures compliance in all actions with applicable federal, state, Department of Higher Education and College regulations and policies.
3. Prepares financial reports required by the College Board of Trustees, agencies of the Commonwealth of Massachusetts (State Comptroller, Office of the State Auditor), Department of Higher Education and other public agencies, and senior college management.
4. Provides analyses and advises the Vice President, Administration and Finance on financial reporting and budget issues, forecasts College business activity and financial position; supports annual planning and budgeting of all college departments.
5. Works collaboratively with college and program managers to provide accurate and timely data and information on financial status and related issues.
6. Coordinates preparation of audit work papers and financial statements in support of the annual independent audit; serves as the college’s primary point of contact for external auditors, State auditors, the Office of the State Comptroller, and Operational Services Division.
7. Identifies and recommends policies and procedures related to the financial and business practices of the college. Plans and implements new operating procedures to improve efficiency, reduce costs, and identify and implement best business practices.
8. Maintains a standard of superior service to all customers; fosters and maintains positive relationship with external service providers.
9. Provides to Accounting and Finance team members the training, support and feedback needed for each member to excel in their position responsibilities.
10. Develops and implements short and long-range department goals consistent with college strategic directions and senior management direction.
11. Working collaboratively with Information Technology, identifies and recommends enhancements to the finance component of SCT Banner, the college’s enterprise-wide reporting and processing application.
12. Serves as college representative to the Community College Comptroller Council
13. May serve on college and system committees, as assigned.
Management Responsibilities:
The Director is responsible for the overall efficiency and effectiveness of the Accounting and Finance Office. These responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; supporting the professional development of staff; and fostering an environment of collaboration within the Accounting & Finance Office. There are currently eight employees in the Office.
MINIMUM
QUALIFICATIONS:
Bachelor’s degree in Accounting, Business, Finance or other related field required. Must have six (6) years related experience, with demonstrated progression of additional responsibility; Extensive experience in general ledger and management reporting; Demonstrated ability to work independently with minimal supervision, prioritize work, and meet reporting deadlines. Must be able to: Read, analyze and interpret financial statements; Respond effectively to questions and prepare material in response to inquiries; Make concise and effective presentations on controversial or complex topics to senior college management and the Boards of Trustees; Exercise judgment, discretion as well as handle confidential information.
Must have Six (6) years experience using production accounting and reporting application(s) and production databases with demonstrated experience in implementing new application functionality and possess excellent end user computer skills, including Microsoft Office products (Word, Excel, PowerPoint). Must be Well-organized, flexible and able to manage multiple projects simultaneously.
PREFERRED QUALIFICATIONS:
CPA, MBA or Master’s degree in related field: Previous experience in public sector accounting; prior experience working at a Commonwealth of Massachusetts agency or public college; four (4) or more years of supervisory experience
