Basic Function: Manage the daily administration of TOTAL’s Foreign Trade Zone in compliance with company policy and federal regulations. Maximize duty savings to TOTAL and JV Partners through the designation and accounting of imported feedstocks.
Job Dimensions:
Coordinate preparation, import designation, and submittal of entry documentation to Customs for ~150-200 foreign cargos for the refinery and BFLP valued at $3-4B. Ensure entry filings are performed accurately and timely according to U.S. Customs Regulations.Prepare and manage zone week attribution process for 52 weeks with annual duty savings of ~$3M. Ensure ACH weekly duty payment of ~$10k is submitted to Customs accurately and timely. Deliver weekly zone entry paperwork to Customs. Prepare quarterly division of benefit information for joint venture synergy calculations up to ~ $100k/quarterPrepare quarterly harbor maintenance fee report and submit payment to Customs ~ currently $1m/quarterResponsible for assisting in maintaining recordkeeping and monitoring compliance with U.S. Customs regulations on 60+ meters, scales and samplers covering 6 physical locations and involving 12 companies.Assist FTZ Coordinator in all other facets of zone operations.Principal Accountabilities:
1. Monitor quality performance of operations and safety in work area.
2. Manage and ensure the efficient operation and administration of TOTAL’s Foreign Trade Zone for the purpose of maximizing duty savings on imported feedstocks.
3. Verify and prepare weekly, quarterly, and annual documentation to designate, admit, attribute, and administer imported feedstocks.
4. Ensure proper documentation and records are kept and filed with U.S. Customs.
5. Ensure compliance of measurement devices with U.S. Customs’ requirements.
6. Assist the FTZ Coordinator in the preparation of filing changes within the zone (e.g. produceability table changes, zone boundary or operation changes, feedstock classifications, zone status changes, changes in Procedures Manual, etc.)
7. Assist in coordinating annual audit by an outside firm.
8. Assist the FTZ Coordinator in federal regulatory and U.S. trade agreement interpretation, implementation and compliance regarding zone operations and importation.
9. Work with local FTZ board in obtaining zone changes and the general promotion of foreign trade zones.
10. Assist the FTZ Coordinator in advising management and joint venture partnerships in the area of zone operations and compliance.
11. Work with the National Association of Foreign Trade Zones and maintain a good working relationship with local and federal U.S. Customs officials as well as Foreign Trade Zone Boards.
Nature and Scope:
Administer the daily operations of the Foreign Trade Zone without intercompany guidance. Filings with U.S. Customs must be timely and accurate. They include the filing of Customs’ Forms 214, 3461, 7501, 7512IT bonded transfers, intrazone transfers, DEA import notification, Harbor Maintenance Fees, and an Annual Summary. Produce weekly attribution reports in Inventory Control Recordkeeping System, ensuring documentation is verified. All work is subject to internal and federal audits. Forecast and designate the import of foreign feedstocks to maximize duty savings. Ensure current regulations and trade agreements are followed. Maintain, review and update Zone Procedures Manual and Desk Procedures Manual. Maintain, review and update FTZ measurement devices by coordinating with TOTAL and outside company operations personnel. Responsible for maintaining TPI’s self-certification status with U.S. Customs for meters. Responsible for compliance with security regulations to U.S. Customs’ specifications. Assist FTZ Coordinator in crude classifications, zone modifications, TD66-16 modifications, zone activation/deactivation, annual audit, preparing informational reports and recommendations to management, and developing and implementing division of benefit for joint ventures. Successfully integrate and evaluate related operations with numerous groups both in and outside of TOTAL. Such groups include yield accounting, RSTO, scheduling, marketing, industry consultants, internal and external attorneys, operations and management personnel from associated and joint venture companies, local and federal government officials and FTZ boards, and association members.
