GENERAL DESCRIPTION

Performs highly advanced analytical functions and day-to-day financial reporting, monitoring, and related activities associated with the Data Center Services (DCS) Agreement with IBM (DCS Service Provider). Currently, there are 27 State agencies receive services under the DCS Agreement. Data center services are a full cost recovery operation where budget, chargeback and financial analysis play a major role in management decisions. Performs independent investigation and resolution of complex billing problems and disputes between DIR, the DCS Service Provider, and the agencies. Assists in monitoring DCS contract(s) for financial contract compliance. Works under the minimal supervision of the DCS Financial Lead with extensive latitude for the use of initiative and independent judgment.

 

PRIMARY JOB DUTIES AND RESPONSIBILITIES

(E) Ensures monthly DCS Service Provider invoices comply with all requirements included in pricing provisions of DCS Agreement. (E) Ensures accuracy of cost allocations in accordance with the statewide cost allocation plan. (E) Provides DIR Customers with guidance and direction related to invoice or billing disputes and resolves invoice-related issues. (E) Verifies and validates payment related data in accordance with DIR and Comptroller guidelines. (E) Develops and maintains procedures in support of the DCS billing and invoicing process. (E) Monitors and analyzes financial data and activities to ensure compliance of Service Provider(s) performance against DCS Agreement, including adherence to pricing schedules and financial contract requirements. (E) Performs financial assessment of proposals, major projects, and changes associated with the DCS Services. (E) Participates in monthly team reviews of DCS Service Provider(s)’ financial performance and contract compliance. (E) Develops DCS budget and financial forecasts to support and assist with decision-making activities. (E) Prepares financial reports and updates as necessary related to compliance with federal billing guidelines for DCS charges. (E) Prepares requisitions for DCS purchases; monitors status of requisitions so that purchases do not exceed requisition amounts. (E) Coordinates with Office of the CFO staff as necessary to fulfill DCS reporting requirements related to budget preparation, monitoring, and forecasting, (E) Coordinates with Accounting Department as necessary on DCS billing and collection issues. (E) Assists DCS customers in the validation of pricing estimates for new services. (E) Assists in internal and external audits of DCS charges, including those performed by DIR’s internal auditor, the State Auditor’s Office, and the Comptroller Claims Division. Assists DCS customers in maintaining account code conversion tables. Performs other duties as assigned

Education:

Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field Two years of additional related work experience may be substituted for each year of formal education (High School diploma or equivalent certificate required)

Experience Required:

Seven (7) years of progressively responsible experience conducting complex financial analysis and preparing plans, budgets, forecasts, financial reports, and audit reports. Three (3) years experience in contracts administration and management or program administration.

· Proficiency in developing and using complex MS Access data bases and MS Excel spreadsheets to address financial and budget reporting needs

Experience and Training Preferred:

Seven (7) years of experience performing financial analysis functions and developing, executing, and updating cost allocation models and methodologies, experience with IT infrastructure operations and projects strongly preferred.

· Three (3) years of experience meeting federal financial reporting and compliance requirements related to federally-funded state government operations, experience with IT systems and infrastructure strongly preferred.

· Experience in budget preparation and analysis.

· Experience applying knowledge of auditing and accounting standards and techniques of both statutory accounting principles (SAP) and generally accepted accounting principles (GAAP).

· Experience preparing and delivering written and verbal analytical and financial reports to management.

· CPA strongly preferred.

· Customer service experience preferred.

· State of Texas experience preferred.
