About the Department
The City of San Jose Finance Department has an operating budget of $15.4 million this fiscal year and consists of approximately 140 employees. The Finance Department's mission is to manage, protect and report on the City of San José's financial resources to enhance the City's financial condition for our residents, businesses and investors.

Position and Duties
The City of San Jose Finance Department is seeking to hire one Financial Analyst (Banking and Treasury Operations Manager) in the Treasury Division. The Treasury Division consists of three primary functions including Investments, Cashiering and Payment Processing, and Debt Management. The Financial Analyst is a key member of the Treasury Division management team and may be assigned to provide management in any of the functional areas. The Finance Department is an active participant in a citywide effort to improve customer service and operational efficiencies through strategic planning and objective measurement of performance. The successful Financial Analyst candidate will be an integral partner in that effort.
Under general direction from the Principal Investment Officer, the Financial Analyst is responsible for assisting in the overall management of the Cashiering and Payment Processing program including duties such as:
Managing and supervising three (3) direct and ten (10) indirect reports ranging from clerical support positions to Accounting Technician (para-professional) positions. Managing resources dedicated to citywide cashiering and payment processing activities, periodic report production and projects. Reviewing, implementing, and analyzing the City's banking contracts (including but not limited to general banking, merchant card services, lockbox services, securities custody services, etc.) Reconciling visible codes for counter payments on a monthly basis and work out discrepancies with the payment processing and cashiering staff. Reviewing and making recommendations on ways to improve service delivery efficiency for payment processing and cashiering services to the public and other departments/divisions. Managing the deposit control process. Managing City-wide credit card process/procedures and implement ongoing improvements including monthly account reconciliation. Supporting proactively VAX system conversions: Business Tax to Integrated Billing System (IBS), Fire to Amanda, Administrative Citations to Revenue Plus, Multiple Housing to Amanda, and Off-Sale Alcohol Permits to Amanda. Managing ongoing consolidation of cashiering functions from other departments into the City cashiering suite upon direction by Director of Finance. Reviewing, making and implementing recommendations for improvements to monthly reporting of major revenues. Auditing periodically cash handling procedures and controls at off-site locations and formulating and implementing improvements. Reviewing and providing advice on Budget proposals for Cashiering and Payment Processing sections. Assisting in the Banking and Custodial Services Request for Proposal process and implementing a transition to a new bank(s) if necessary. Providing back-up to the Investment Unit related to daily investment activities, including the review of daily cash balances and purchasing securities as necessary. Other duties as necessary.
Minimum Qualifications
Any combination of training and experience equivalent to:
Education: Completion of a Baccalaureate Degree from an accredited college or university in Business, Finance, Accounting, Public Administration, or a closely related field including a minimum of eighteen semester units of advanced college course work in a combination of the following: Business or Governmental Finance, Accounting, Economics, Statistics, Quantitative Methods, or Governmental Financial Management. A Masters Degree in Business or Public Administration, Finance, or other related field is highly desirable.
Experience: Four years of increasingly responsible professional level analytical and/or operations experience in financial, fiscal or quantitative work is required.
License/Certificates: Possession of valid California driver's license may be required for some assignments.

Job Expertise: Management of Municipal/Private Finance including demonstrated success and experience managing Treasury operations in the areas of banking operations, payment processing, and cashiering.

Computer Skills: Ability to use relevant computer software applications such as Microsoft Access, Excel, Word, PowerPoint, and Outlook (email & calendar).
Communication Skills: Ability to communicate sensitive information, the ability to train others, and the ability to produce written materials such as emails, memos and reports with clarity.
Team Work & Interpersonal Skills: Ability to develop and maintain good working relationships with colleagues in all levels of the organization; ability to interact empathically with internal and external customers; ability to effectively resolve conflicts.
