BASIC PURPOSE AND OBJECTIVES: This position will coordinate all facets of facilities services and administrative operations, including project management, preparation of bid specifications, and coordination of outside contractors. Includes coordination, management and direction of services that provide organizational support such as mail services, food and office services, life safety, new construction, space planning, maintenance and repair, physical security, administrative services, and capital projects. ORGANIZATIONAL RELATIONSHIP: Reports to: Facilities Manager Works with other facilities staff both locally and throughout the Pearson organization OVERALL FUNCTIONS, DUTIES AND RESPONSIBLITIES: A. Prepare requests for proposals for facilities services contracts including janitorial, security, buildings and grounds, mechanical and electrical and other facilities service providers. B. Develop service agreements, analyze bids and work with supply management in making recommendations for contract awards C. Develop and implement contract monitoring procedures and meet with vendors as necessary to ensure adherence to Pearson specifications. D. Coordinate internal customer requests for services for facilities functions. E. Ability to analyze complex facilities issues and develop recommendations for review and approval. F. Initiate purchase requisitions; review accuracy of invoices relative to contract services, coordinate discrepancies with contractor, accounting staff and third party accounting service. G. Manage contractors and vendors for capital improvement projects, building improvements and maintenance projects. H. Assist in site selection activities and perform AutoCad layouts for user groups to evaluate. Develop fit plans as required. I. Work with Facilities Manager, PSC managers, and other PEM managers to coordinate facility build outs, start-up and ongoing operation of new temporary and permanent business sites. J. Develop facility space allocations. K. Coordinate department moves and changes, directing work of maintenance personnel and outside contractors as necessary L. Perform access control and physical security for assigned sites, including: CCTV, access control, keys & badge systems Liaison with outsourced guard force; Develop procedures and post orders for guard services M. Participate in development of facility disaster recovery and FERO procedures. N. Ensure compliance with Life Safety Systems. O. Assist with risk management activities. CONTACTS: A. Frequent contact and information sharing with managers and Pearson employees; B. Frequent contact with vendors, contractors, sub contractors, architects and corporate facilities employees. EDUCATION AND EXPERIENCE REQUIREMENTS: A. Bachelor's degree or equivalent facilities related experience; B. At least three years facilities, project management or engineering related experience SKILLS AND OTHER REQUIREMENTS: A. Certification in Facilities, BOMA, ASIS or other facilities related organizations preferred. B. Excellent verbal and written communication skills; ability to professionally represent Pearson facilities with other employees, outside contractors and management. C. Working knowledge of blueprints, equipment data sheets, bid documents, plans and specifications; including ability to read and interpret architectural, mechanical and electrical drawings. D. Excellent problem solving and follow through abilities; attention to detail. E. Ability to work independently with minimal supervision and to develop and implement process improvements. F. Proficiency in Autocad/CAFM software preferred. G. Demonstrated ability to manage multiple projects varying in size and complexity H. Strong word processing, spreadsheet, database and project planning skills required. I. Some positions require US Government Security clearances and back ground checks. J. Ability to travel as required
