These organizations are: Kaiser Foundation Health Plans (KFHP): A non-profit, public-benefit corporation that contracts with individuals and groups to provide HMO and other health benefit plans. KFHP contracts with Kaiser Foundation Hospitals and medical groups to provide services. Kaiser Foundation Hospitals (KFH): A non-profit, public-benefit corporation that owns and operates hospitals in California, Oregon, and Hawaii; owns outpatient facilities in all states where they do business; provides or arranges hospital services; and sponsors charitable, educational, and research activities. Permanente Medical Groups (PMG): Partnerships or professional corporations of physicians one in each Kaiser Permanente Region. The full responsibility for providing and arranging necessary medical care is assumed in each Region by the Permanente Medical Groups. POSITION SUMMARY The Executive Director of FP&A, Shared Services has key financial management responsibility for leading the team providing financial planning and analysis support to the KP-IT Shared Service organizations which includes KP-ITs Chief Operations Officer, Chief Architect and Chief Information Security Officer. Areas under direct control include leadership of the financial planning and analysis functions for all Shared Service Organizations. Given the significance and size of the budgets, cost transparency, ability to accurately trend costs by category and tie to strategic initiatives, investments and consuming Regions, is critical. The accountable Executive will assist Executive Leaders and staff effectively manage costs, identify and pursue strategic opportunities. To achieve objectives, the incumbent plays a key coordination role with KP-ITs Senior Leadership Team as well as Program and Regional financial leadership. The market includes all regions that Kaiser Permanente operates in. The Supply function touches all those that consume IT resources. It is imperative that the reach of this role has a working knowledge of the environment that IT organization operates in. The Executive needs to understand the demand for IT goods & services and be able to match the Organizational costs to ensure these needs and transparency goals are met. The successful Executive will participate in the identification and the standardization of key business issues, design of analytical approaches, and development of multi-year business plans including strategic financial planning for cash flow, ROI, capital and operating expenditures. Supports process & cost improvement initiatives in the areas of financial transparency and financial reporting. PRINCIPLE RESPONSIBILITIES Financial Planning & Analysis Participates in the identification & standardization of key business issues, design of analytical approaches, and development of business plans including strategic financial planning for cash flow, ROI, and capital and operating expenditures. Drive strategic decision support on business cases for key Shared Service initiatives. Leads cost containment, improved financial transparency efforts, analytic support and root cause analysis of aberrations, and allocation of IT consumption on KP Regions through the support of Activity Based Costing initiatives. Tracks consumption trends impact of IT initiatives on overall Organizational spend. Acts as liaison with Shared Services Management teams to provide financial and operational decision support. Provides metrics for financial performance measurement for Shared Services organizations. Serves as a financial expert to KP-IT and Regional leadership on complex initiatives with strategic importance. Provides strategic business planning for local management to ensure cost efficient administration of financial transactions and administrative expenditures. Assess the financial impact of new ventures on strategic performance. Works with senior leadership at the National and Regional levels in identifying and resolving issues. Develops strong operational partnerships with Regional and Program finance areas. Supports the development, implementation and monitoring of operating budgets & forecasts. Partner with KP-IT Controller on operational accounting issues including capitalization and leasing. Directs preparation and analysis of financial results, including variances from budget and forecast, on a monthly and annual basis. Identifies trends and produces revised forecasts. People Manages the KPITs financial planning and analysis unit and other staff. Hires, coaches, and manages a team of professionals. Promotes a team environment and provides work direction and guidance including professional development and training. Inspires a shared vision of organizations future. Networks inside and outside of KPIT. Models and supports reasoned risk-taking. Collaborates or teams with others (personally and organizationally) for beneficial business results. Process Develops and aligns financial planning and analysis function with desired strategies required to attain business results for Kaiser Permanente. Develops a rollup/summary of KP-IT financial performance to be communicated to senior leadership and the Regions. Ensures the implementation and adherence to KP-IT, Program, shared services and regional financial planning policies and procedures. Models integration across functional areas. Coordinates, initiates, influences, recommends sponsorship opportunities and acts as sponsor and/or change agent. Manages commitment to the defined business processes. Develops awareness of and accountability for all aspects of internal control in both financial and operational environments. Will coordinate the monthly forecast that will include two calendar years for all demand elements. As a key member of the KP-IT Finance Leadership team, responsible for re-engineering and process improvements of the financial systems, processes and controls. Partner in improvement of business case discipline and project management.
