POSITION PURPOSE:
Ensures that the company implements plans and policies to comply with laws relating to environmental control and acts as the lead resource to factory management in providing regulatory guidance, completion of environmental permits as required and review of engineering projects for environmental compliance. Ensures the Company has and implements a plan to develop good working relationships with local and state governments and community groups. This is accomplished by working with local and state governments and organizations to maintain a working relationship and participate in policy development. Seeks opportunities to work with national groups to provide up-to-date information on emerging national issues related to environmental programs.
The Environmental Affairs Manager completes the following essential functions within established company and department policies, procedures, deadlines and budget constraints.
ENVIRONMENTAL:
· Integrates environmental issues into business operating practices and decisions, and provides direction, assistance and support to factory management.
· Works with corporate management to ensure that environmental issues are part of the strategic planning process. Develops and implements techniques to help evaluate the impact of environmental concerns on everyday and long-term business decisions.
· Works with corporate and factory management in developing and implementing environmental strategic plans and goals. Provides methods for evaluating effectiveness in achieving goals. This position is accountable for ensuring all necessary environmental permits are in place to maintain factory operations, change factory operations or increase factory production. The incumbent works with project managers, engineers and others in the permitting application process and review of engineering projects. Participates with business groups dealing with environmental issues in an attempt to influence decision-making by government. Works closely with state agencies to develop trust and credibility.
· Provides environmental and regulatory direction, assistance and support to factory management.
· Assists factory management in identifying roles and responsibilities of personnel in the factory, develops and provides training to employees, and helps evaluate factory programs. Oversees and is accountable for the application of necessary permits, filing required reports, and responding to government agency requests. Provides environmental regulatory information to factories on new and existing requirements. Answers questions and helps find solutions to environmental problems, e.g., reducing odors. Assists factories in the development of individual goals. Provides audits to determine effectiveness of programs.
· Ensures the appropriate policies, guidelines, plans and programs are in place to comply with applicable laws,
· Develops an understanding of applicable laws and regulations, stays current with developments and provides useful information to those who have environmental responsibilities. Works with factory management to provide necessary training at factories and provide follow-up on progress. Provides a system to remind people of key regulatory dates and deadlines.
· Works with consultants and factory personnel to resolve problems, develop solutions and implement projects to treat wastewater, reduce odors, control air pollution and manage waste products.
· Works with local governments and citizens relating to environment issues that affect the community and acts as a spokesman for the company.
· Negotiates permits and compliance issues with government agencies.
· Works with Ag department on resolving environmental problems related to storage, handling and disposal.
The incumbent has complete authority to ensure compliance with all regulatory laws and company policies and may hold product shipments or stop factory production in severe cases of noncompliance. Administrative budgets and requests for capital expenditures are prepared and managed in accordance with Company policy.
To be successful in this position requires extensive regulatory and environmental knowledge and experience, as well as project management skills and the ability to apply acquired knowledge, regulations and experience to the specific regulatory and environmental problems of the food processing industry typically gained through the completion of a bachelor's degree in Engineering, Chemistry, or applicable field, with 5 to 10 years of experience managing the regulatory and environmental function in an industrial setting. The ability to effectively communicate with staff at all levels of the organization, state and local officials, business and community leaders and citizen groups is critical, as are effective managerial skills. Strong leadership ability required.
PRINCIPAL ACCOUNTABILITIES:
Participates in the strategic planning process to evaluate the effects on environmental quality proposed plans; provides needed input to the planning process.
Ensures that employees and company practices are aligned with strategic plans in the areas of environmental protection.
Serves as key resource in resolving compliance and customer issues in the areas of environmental laws.
Serves as key resource in negotiating agreements with regulatory agencies.
Manages the evaluation of company activities to ensure compliance with state and federal laws.
Participates with other staff in evaluating the performance of factory and agriculture management in the areas of environmental responsibility.
Works with factory management staff in ensuring regulatory compliance and is accountable for compliance with regulatory permitting and reporting requirements. Maintains awareness of existing and new regulations and ensures communication to factory management.
Acts as lead in solving environmental problems at the factories and for the Ag department.
Provides leadership in working with government agencies, political and community leaders to develop two-way communications and work with them on policy decisions affecting the Company.
