Responsibilities and Duties:

This position resides in the Customer & Corporate Services Department/Information Technology Services Division/Resources Technology Section. RTS, Resource Technology Services, is comprised of two groups, Resource Management Services (RMS) and Technical Development Service (TDS). Both sections are technology-based services that support Colorado Springs Utilities’ infrastructure and all of the operations associated with that infrastructure. This position will reside in the Technical Development Services Unit (TDS) within RTS. This position will be primarily focused on the document management system and its day to day support and extended implementation across Colorado Springs Utilities.
We are interested in someone who can:
Demonstrate strong customer service skills and can function in a direct customer contact support role; Develop and/or modify Content Management applications; Provide professional support and analytical functions in the areas of document management/document control/file retention schedules; Create and maintain custom C# programs that assist in the routine loading of large volumes of documents on a weekly basis using vendor API; Understand the .NET framework, the C# language, the complex Visual Studio IDE, and application deployment with CSU IT infrastructure; Perform in and out provisioning and security procedures for all document classes; Be familiar with system maintenance on a Windows 2003 Server, including limited support of a IIS web server; Understand Windows Services and has the ability to stop and start Services in a safe manner; Comprehend the complexities of the n-tier architecture of the eB system including Oracle databases, Services-based applications, vaults for file storage, thick and thin clients, queue-based work management; Understand Oracle tables, views, database links, and indexes in order to perform system maintenance and performance testing; Provide assistance to training personnel on new features and functionality of the eB system; Provide routine system overlays to ensure the training/development server is functioning for training staff; Effectively provide technical assistance to end users; Create and maintain process documentation on production processes; Stay abreast of the Knowledge Management industry to understand the state of the technology; Quickly grasp document-based processes in the business units to make effective recommendations on the use of the eB system;Required Skills, Knowledge and Competencies:
Document Management Systems (preferably Enterprise Informatics eB); Oracle (Triggers, Stored Procedures, PLSQL) Strong SQL Skills; Microsoft C# .NET; Principles of application administration Microsoft IIS; Printing support using the Internet Printing Protocol; Excellent oral and written communication skills; Maintains current knowledge base as technology and processes change; Takes responsibility for personal, technical and professional growth; Fosters and inspires teamwork; eliminates barriers to teamwork; maintains consistent and cooperative working relationships with co-workers, peers and customers.Desired Skills, Knowledge and Competencies:
Knowledge of ArcGIS and MAXIMO LDAP/Active Directory Integration Source code repository (SpectrumSCM) ITIL best practicesRelevant Background:
The successful candidate in this occupation will have a Bachelor’s degree in Computer Science or a closely related field and four to six years of relevant and transferable experience in a development and system administration environment; or, an equivalent combination of education and experience. A strong understanding of document or content management systems is highly desirable. Incumbent must have and maintain a valid Colorado Driver's License upon hire. AA/EOE
