EMS / Emergency Preparedness Coordinator
Position Summary:
The EMS/Emergency Preparedness Coordinator works in tandem with the Affiliate Medical Director to assure compliance with the Advanced Life Support Affiliation Agreement. Serves as administrative support to the Affiliate Medical Director. Instrumental in the successful completion of projects either in leading or development roles. Exhibits behaviors that are consistent with patient focused care. Assists the Affiliate Medical Director in assuring the success of the QA/QI program for EMS, the certification process and education or remediation as needed, and then conducts collaborative patient care and M&M rounds. For Emergency Preparedness works with the NSMC Emergency Preparedness Steering Committee to ensure that all aspects of Incident Command, hospital preparedness and collaborative Community projects meet Local, State and Federal guidelines. May assume additional projects as determined by the Director of the Emergency Services.
Job-specific Responsibilities:
EMS Responsibilities:
Assist the Affiliate Hospital Medical Director (AHMD) in coordinating medical control affiliation agreements and all aspects of them including PI programs, data collection, patient feedback and follow-up, CEU training programs and M&M rounds training and other activities as directed.Coordinate, schedule and oversee credentialing examinations of ALS providers from NSMC affiliated services. Maintain records for this function.Report any EMS personnel or ALS agency complaint, protocol violations or other quality improvement issues, to the regional Office of OEMS.Plan, organize and coordinate continuing educational opportunities for EMS providers and students, including but not limited to, clinical rotations/observations, case reviews, tours, etc.Participate in meetings of the medical services committee for Northeast Region 3 with the AHMD.Communicate with the AHMD and Regional Medical Director as needed regarding functions of the medical control system at NSMC.Propose and assist with development of new programs and services designed to meet the needs of pre-hospital providers.Ensure adequate training and familiarity of all emergency department physicians and nursing staff with:Pre-hospital medical control system and issuesTraining and responsibilities of all levels of pre-hospital EMS providersQuality improvement concernsMassachusetts EMS Statewide ProtocolsPre-hospital interfaceMaintain Massachusetts EMS Statewide Protocols and appropriate policies immediately available at the medical control telephone/radio base station.Serves as a resource for medical aspects of EMS service related activities.Plan and promote the development and implementation of pre-hospital research projects under the direction of the AHMD in conjunction with hospital initiatives. Ensures that the NSMC complies with all MDPH regulations and State Laws with regard to Affiliate Hospital Licensure.
Emergency Preparedness Responsibilities:
Coordinates and manages the NSMC HEICS Emergency Preparedness Program. The scope of the role extends to all campuses and off site areas. Implements improvements to the plan in collaboration with the Emergency Preparedness Committee. Ensures that the NSMC plan is reviewed and revised on a routine basis.Conducts the annual All Hazards Screen to identify high-risk vulnerabilities in the system. Plans for mitigation if significant issues are identified. Attends all Region 3 Emergency Preparedness Committee meetings. Collaborates with the Region in various initiatives. Writes the MOUs if appropriate. Prepares the yearly ASPR budget request for NSMC in order to participate in the Region 3 grant application to the Homeland Security Dept. This involves collaborating with various departments to ensure adequate representation of NSMC needs across all campuses and sites. Oversees the development of hospital disaster exercises in accordance with Joint Commission standards (two per year) and ensures that there is coordination and participation with all appropriate community services and/or city departments. Facilitates post incident critiques and includes all relevant entities. Maintains minutes of the critique, follows up on recommendations for improvement. May participate in post incident CISD as needed.Collaborates closely with the Safety Officer in all matters pertaining to NSMC Emergency Preparedness.
Requirements:
An Associate’s degree in EMS related field or appropriate combination of experience and education, including two years of EMS management experience. Must have paramedic license, along with certification as an AHA BLS Healthcare Provider and Advanced Life Support Provider. Emergency Management and Disaster Preparedness experience is essential, as is knowledge of the design and operations of pre-hospital EMS services in different working environments and familiarity with Statewide Treatment protocols, systems configuration and emergency communication. Bachelor’s degree in an EMS related field preferred.
