This position will direct centralized sourcing and contracting for key corporate and property functions in support of the Company’s strategic sourcing and purchasing strategy. The position will report to the Director Strategic Sourcing & Logistics-Central Division, but will be domiciled in Atlantic City, New Jersey. This position will oversee and manage the supply chain for regional properties (Caesars Atlantic City, Bally's Atlantic City, Harrah's Atlantic City, Showboat Atlantic City & Harrah's Chester Downs).
The successful candidate will lead a cross-functional purchasing team to obtain results that provide the optimal balance of internal/external customer support, executive direction, product/service value, and speed to market consideration. This position will also be responsible for the procurement, receiving, warehousing and expediting of all materials, supplies, equipment and services for property operations.
Additionally, the position will oversee and manage compliance to Strategic Sourcing Procurement programs [systems, processes, purchasing programs]. The individual will need to utilize contract development strategies with the objective of maintaining Harrah’s leverage and flexibility while reducing the overall operation risks.
The Candidate that will excel in this role will:
•Develop processes and techniques for targeting sourcing efforts for most appropriate products/services to ensure shareholder value by performing analysis, baselines, make-buy, and total cost of ownership models
•Review and assess product/service needs and ensure alignment of the product/service procurement programs to the strategic, business and product plans of the Company
•Collect and analyze market intelligence about suppliers and products/services, and use such information to develop and/or improve sourcing solutions
•Prepare requests for proposals (“RFPs”) and analyze supplier responses
•Negotiate, implement and manage supplier agreements
•Measure supplier performance and manage critical product/service/supplier issues
•Establishes purchasing policies, procedures, and controls in accordance with the Harrah’s policies and needs.
•Ensures that purchasing practices and dealings are in compliance with State Casino Regulations, as well as the monitoring and accountability of non-gaming activity as it relates to vendor payments
•Searches for new suppliers of present and future goods/services for the company
•Monitor and work with properties compliance committees in the areas of MBE/WBE/DBE certifications and maintain a comprehensive list of participants including their capabilities and goods and services offered
•Consults with all segments of management responsible to and makes recommendations for improving the effectiveness of policies and practices
•Establishes and maintains positive working relationships with relevant committees, community leaders and vendors
Bachelor’s Degree in Business discipline such as Finance or Purchasing; MBA or other Masters degree preferred; Certified Purchasing Manager (“CPM”) certification preferred; 10 years of sourcing experience required in areas such as Food and Beverage and/or General Goods and Services; Ability to consult and champion change management programs for product/service with corporate and properties’ personnel and be the Regional leader of change; Experienced in contract negotiation; Superb Communications and Cross-functional Team Building Skills; Excellent oral, written, and presentation communication skills; Customer (Internal/External) Centric; Working knowledge of Supply Chain Management; Excellent contract implementation skills.
