Position Description:

The APS Operations Director reports to the Executive Director and is responsible for: • Coordination of activities designed to improve processes, services and outcomes between the call center teams, training, quality, IT, reporting, customer service and client; • Works closely with the Executive Director and other members of the senior management team to assure that all contract deliverables are met on a timely basis and ensures program is within contract compliance; • Follows budget controls and procedures and ensures that established control limits are not exceeded. Manages all invoicing, payments and check requests; • Has a high level of interaction with the client, providers, and community stakeholders to promote productive working relationships and achieve performance standards; • Works closely with the APS Health Intelligence department and the client to ensure APS reporting is accurate and timely. • Oversees all legal issues and concerns. • This position will also be responsible for other duties as assigned such as RFP development, new business implementation and support of the other contracts with the State of Missouri. Job Functions: • Managerial Responsibilities/Supervision of Reporting / IT, training and customer service staff. Ensures client and internal report processing are accurate and timely. Works with IT Manager to ensure systems are functioning properly, assists in enhancement requests and serves as downtime coordinator. Ensures invoicing process is produced accurately and on time. Ensures all vendor payments are paid on time. • Provides back up to the Executive Director. Attends meetings with the client as a designee of the Executive Director, participates on APS Corporate calls and initiatives. Works with HR to manage hiring, terminations, and short term disability issues. Works closely with call center and non call center teams to ensure proper training is provided. Provides guidance to other managers for ensuring contractual obligations are met. Provides consultation to other senior management staff as necessary. Leads internal Committee Meetings and projects as assigned. • Works closely with the Senior Management team to assure successful design and implementation of all new projects or contracts. May be responsible for the daily oversight of other contracts. • Other duties as assigned. EDUCATION: Bachelor's of Science or Arts required; Masters Degree in a healthcare related field preferred. REQUIREMENTS: • Must have at least 5 years of management experience in progressively responsible positions in the health care field, preferably working with managed care, disease management, or public sector populations in Managerial position. • Excellent verbal and written communication skills with strong ability to succinctly present, understand both written and oral concepts information. • Computer skills and strong customer relations skills desired • Ability to understand and interpret regulations as well as criteria related to documentation. • Travel is required to state meeting and various statewide conferences or meetings. Most of the activities associated with the position will occur out of the Jefferson City, MO office.
