Director of Nursing and Clinic Administration

New Alternatives for Children, Inc. (NAC) is a health and social service agency in Midtown Manhattan that serves medically fragile children and their families. We are currently seeking a Director of Nursing and Clinic Administration for the NAC Diagnostic & Treatment Center (Article 28). Reporting to the Medical Director and the Associate Executive Director of Clinical and Program Services, this senior-level management position a) performs administrative functions for the operation of the Diagnostic & Treatment Center, including ensuring the provision of high quality services and directing staff with regard to compliance with regulations, promotion of clinic efficiency, implementation and monitoring of policy and procedures, record keeping, and integration with other agency services; b) acts as liaison with relevant outside entities such as providers and funding sources; and c) supervises registered professional nurses (RNs) and license practical nurses (LPNs) who provide case management for medically fragile children in Foster Care and Adoption and Preventive Services Programs.

Duties:

1. Oversees the overall provision of nursing care, psychiatric and psychological evaluations and related services to children and families in Foster Care & Adoption, Partners in Parenting (PIP), Post Legal Adoption Network (PLAN) and Prevention programs, and ensures that services meet the clients’ needs and are of the highest quality;

2. Oversees the operation of the Article 28 clinic by managing staff to ensure efficient scheduling, appropriate record keeping, Medicaid utilization maximization, and the transmittal of accurate Medicaid billing information to the Fiscal Department.

3. Develops the clinic protocols, policies and procedures that are required for the operation of the Medicaid Article 28 clinic; develops related protocols and systems in order to ensure compliance with all other necessary regulations (ACS, OSHA, DOH, HIPAA);

4. Oversees the nursing supervisor, a position with responsibility for supervising, training and otherwise managing the performance of the nurses and the health services clerical/support staff so as to ensure the maximum efficiency and effectiveness of staff;

5. Builds relationships with and establishes a network of high quality health care providers in the community who are available to treat NAC clients in a timely manner upon referral, so as to ensure the best medical treatment for NAC children and families; Responsible for the recruitment and selection of nursing staff;

6. Oversees the use of the appropriate database software, including ACCUMED, for tracking of all medical information; responsible for the maintenance of medical records and for the preparation for ACS (or other) audits;

7. Evaluates and monitors the needs of the service population, identifies unmet needs, and enhances clinic programming to ensure that client needs are addressed;

8. Works with the management team to meet the needs of the department;

9. Participates as a member of a multidisciplinary team and provides oversight of the integration of the Article 28 health care department with other programs and services at NAC; and

10. Performs any other duties as may reasonably be required to fulfill the responsibilities of the position and meet the needs of the agency and to ensure compliance with regulations.

Minimum Requirements:

A qualified candidate for the position will hold a Master’s or Ph.D. level degree in nursing.

Experience in the provision of services within the child welfare system preferred; experience with oversight and administration of Medicaid and Article 28 regulations and systems required. Familiarity with health care funding mechanisms and database software for Medicaid billing is sought.

A minimum of 10 years of prior supervisory and administrative experience required. Demonstrated experience in starting up a program and establishing policies and systems is highly preferred.

Experience in working with children with special medical needs is highly desired.

Occasional evening or weekend hours are required. Computer skills are required.
